<br />. <br /> <br />. <br /> <br />September 23,1992 Plan Commission Meeting Minutes Page 4 <br /> <br />Ms. Kreishman moved that the Plan Commission recommend denial of the Conditional Use <br />Permit, however, if City Council does approve the permit, it should be subject to the following <br />conditions: <br /> <br />1. Signs must conform in all respects with the provisions of the University City Sign Code. <br />2. The operator of the restaurant shall regularly police the site and the area adjacent to the <br />restaurant to remove litter and debris. <br />3. Trash containers for patron use shall be available on the premises at all times. <br />4. Adequate refuse disposal shall be provided by and for the business. No trash shall be <br />picked up between the hours of 5 p.m. and 8 a.m. <br />5. An exhaust system shall be installed and/or other means shall be taken to prevent any <br />food preparation odors or cooking odors from being perceptible beyond the lot lines of <br />the property on which the restaurant is located. <br />6. The containers for refuse shall be located behind the building on the premises but need <br />not be otherwise screened. <br />7. Exterior parking lot lighting shall be shaded wherever necessary to avoid casting direct <br />light upon any residential property, but should adequately light all areas of the existing <br />parking lot. <br />8. The hours of operation are limited to the hours between 8 a.m. and 11 p.m. <br />9. This Use Permit is limited to operation of a carry-out restaurant by Hau Chiusheryl and <br />Steve Chu. Operation of the restaurant by any other owner or operator or a change in <br />the type of restaurant so operated without the express approval of the City Council shall <br />render this Permit and the occupancy permit for the business null and void. <br /> <br />The motion was seconded by Mr. Foxworth and passed by a vote of 4-2. <br /> <br />PROPOSED TEXT AMENDMENTS OF ZONING CODE ~34-90: "MAJOR RECREATIONAL <br />VEHICLE" AND "PRIVATE PASSENGER VEHICLE" IN REFERENCE TO OFF-STREET <br />PARKING FOR PICKUP TRUCKS <br /> <br />Mr. Hill explained that this was a continuation of last month's discussion on whether or not <br />visible off-street parking of pickup trucks should be permitted in residential districts under the <br />zoning code. He emphasized that this proposal should not be confused with the "on street" truck <br />parking requirements currently before City Council. They are two separate matters. Mr. Hill <br />explained that the current definitions in the Zoning Code classify all vehicles either as "private <br />passenger vehicles," "major recreational equipment" or "commercial vehicles." Since the <br />definition of "Private Passenger Vehicle" requires the vehicle to be "licensed as a passenger <br />automobile or motorcycle," a pickup truck could never fit under that category. The definition <br />of "Major Recreational Equipment" specifically includes "pickup trucks for personal use." <br /> <br />m-9-23.plc <br />
