.

.

September 23,1992 Plan Commission Meeting Minutes Page 6

Steve Glickert, 7750 Blackberry, states that he owns a truck and had no problems parking it in
neighbors' garages until he could afford his own garage in which to store the truck. He feels
trucks are eyesores and "visible" parking should not be permitted.

Ms. Schuman stated that it is nearly impossible to classify truck differences by make and model
because each model comes in varying sizes and weights.

Ms. Ratner stated that variance fees could possibly be waived for truck parking. She further
suggested that this issue might be dealt with when the zoning code is revised.

Ms. Kreishman stated that she has reviewed many zoning codes and University City's is the only
one she knows of that deals with off-street truck parking.

Mr. Kendall stated that his biggest objection to visible truck parking is open-beds because of the
debris and junk people store in them.

Ms. Kreishman polled the members of the Commission to see where they stood on the issue:
Mr. Foxworth, Mr. Safe, Mr. Marsh and Ms. Kreishman were in favor of changing the present
ordinances; Mr. Kendall and Ms. Ratner were not in favor of changing the present ordinances.

Ms. Kreishman stated that she wants each member to review the current truck parking
ordinances to see how they operate. Then she would like each member to submit specific
changes to the ordinances, reflecting their concerns, to Mr. Hill before the next meeting.

Ms. Kreishman moved that the matter be tabled until the next meeting, Ms. Ratner seconded the
motion and it passed by a vote of 6-0.

GENERAL REVISIONS TO THE ZONING CODE AND SUBDIVISIONS REGULATIONS

Ms. Kreishman stated that the Commission would consider the submitted proposals from firms
offering professional services for revision of the Zoning Code that was tabled at the last month's
meeting.

Mr. Hill stated that Kuhlman Design Group has withdrawn their proposal because they are
discontinuing their planning department. However, the planner who submitted the proposal for
them would still offer his services at a discounted price.

Mr. Safe stated that he would make his decision based on price, and therefore would choose
Development Strategies. They are the least expensive and have previously done work for the
city.

m-9-23.plc
