<br />. <br /> <br />. <br /> <br />September 23,1992 Plan Commission Meeting Minutes Page 7 <br /> <br />Mr. Foxworth stated that he was concerned with Development Strategies because he felt some <br />of the categories of development areas, proposed by them in the City of St. Louis' <br />Comprehensive Plan, discriminated against areas with low-income populations. Mr. Foxworth <br />distributed a copy of those categories. Mr. Hill stated that he would copy and distribute that as <br />a handout for the next meeting. <br /> <br />Ms. Kreishman stated that she would prefer to choose a local firm and is leaning toward <br />Development Strategies. She stated that none of the companies stated whether or not they have <br />affirmative action policies, an important issue to her. <br /> <br />Mr. Kendall stated that the staff and the Plan Commission will have input into the content and <br />direction of the code and therefore he is not concerned with the Development Strategies' past <br />dealings with the City of St. Louis. He feels that Mr. Goldman, the staff and the Commission <br />will guide the chosen firm into shaping the code to University City's specifications. Ms. <br />Kreishman agreed and stated that what comes through in the revised code will come from the <br />city government. <br /> <br />Ms. Ratner stated that it would be a mistake to decide on a firm solely on the basis of price. <br />She further directed the Planning Staff to get Booker Associates' bid. Ms. Ratner stated that <br />one of the problems with the current code is that it deals with "non-developed" zoning issues <br />and did not take into account that almost all of University City has already been developed. The <br />residential side yard requirements, for example, do not apply to most of the existing houses in <br />University City. <br /> <br />Ms. Kreishman stated that the current code provided too little specific information. She further <br />stated that Development Strategies' bid is so low probably because they feel there is not much <br />to fix. <br /> <br />Mr. Marsh stated that, before he makes his decision, he would prefer a planning staff <br />recommendation, similar to those accompanying Conditional Use Permit applications. He also <br />asked that the staff solicit references from the other cities for which each firm has worked, <br />including those not listed on the firms' resumes, focusing on fully developed cities. <br /> <br />July Tenterra Powers, representing Woolpert, stated that their staff has a lot of experience and <br />does have an affirmative action program. Their fee was based on a time schedule and the fact <br />that Mr. Goldman had stated that the zoning code needed a "pretty significant overhaul." <br /> <br />Ms. Kreishman stated that she would like to know which people on the firms' staffs would be <br />working on the project. Mr. Safe stated that was not pertinent because the staffs would probably <br />be changing over time and this will be a long project. <br /> <br />Mr. Marsh moved that the matter be tabled until the next meeting, Mr. Foxworth seconded the <br />motion and it passed by a vote of 6-0. <br /> <br />m-9-23.plc <br />
