Mr. <br />Crabtree stated that most of the property along Olive is zoned commercial and the proposal <br />would therefore be consistent with that development. International Exchange Corporation's <br />future use proposals include using the existing building as an office and developing the front of <br />the lot with commercial uses which may include a convenience store and a fast-food restaurant. <br />Mr. Crabtree stated that this application only concerns the rezoning issue. <br /> <br />Mr. Kendall asked if there would be any improvements along the east property line near the <br />residential property. Mr. Crabtree replied that a wall would be built there. Mr. Safe asked <br />whether there would be access to the cemetery. Mr. Crabtree stated that there is an existing <br />reciprocal access easement. Mr. Goldman stated that the cemetery owners formerly owned the <br />full lot but sold off everything except the existing cemetery, retaining the access easement. <br /> <br />Chairperson Kreishman asked Mr. Goldman to report on the staff review. Mr. Goldman stated <br />that International Exchange Corporation has filed an application to rezone the 3 acre tract known <br />and numbered as 7400 Olive, and identified in St. Louis County records by Locator Number <br />171410316. The property is currently in the "PA" - Public Activity District. The applicant is <br />requesting a change in zoning to "GC" - General Commercial. Mr. Goldman noted that the <br />applicant refers to the property as 7410 Olive. The correct number is 7400 Olive. The property <br />fronting on Olive Boulevard, both to the east and to the west of the subject site, is in the "GC" - <br />District, however roughly one half of the site extends southward into the "SR" - Single Family <br />Residential District. The property on the north side of Olive Boulevard across from the site is <br />in the "MR" - Medium Density Residential District. The proposed rezoning to "GC" is not <br />inconsistent with the City's Comprehensive Plan and is consistent with the zoning classification <br />of the abutting property on Olive Boulevard. Mr. Goldman recommends approval of the <br />rezoning because it is the appropriate zoning classification for this site. Mr. Goldman <br />emphasized that his recommendation deals only with the zoning classification and is not an <br />endorsement of the development plan that was furnished with the rezoning application. He does <br />not favor using any part of the site for gasoline sales, and will not support development that does <br />not provide adequate screening and buffering for the surrounding residential uses. Mr. Goldman <br />stated that he felt the cemetery should be included in the rezoning. <br /> <br />Ms. Kreishman asked if the members of the Plan Commission had questions for either the staff <br />or the applicant. Mr. Kendall asked if the cemetery was at full capacity. Mr. Goldman replied <br />that to his knowledge there were still several spaces left. Mr. Kendall stated that he would <br />oppose a filling station at that site. Ms. Kreishman agreed. Mr. Foxworth asked how close the <br />existing building was to the cemetery. Mr. Crabtree replied there is approximately eleven (11) <br />feet from the building wall to the edge of the cemetery grounds. Ms. Ratner asked Mr. <br />Goldman why he felt the cemetery should be included in the rezoning. Mr. Goldman stated that <br />the cemetery parcel does not have street frontage. Rezoning that parcel would still permit the <br />cemetery to remain but would give the owners the option to develop the land for commercial use <br />in the future; at the very least they would have air rights for commercial use. Ms. Ratner stated <br />that she would rather have initiation of rezoning the cemetery come from the owners of the <br /> <br />m-ll-U.plc <br />
