.

.

November 24,1992 Plan Commission Muting Minutes Page J

cemetery instead of the Plan Commission. Therefore, she wants this rezoning application to deal
only with the parcel proposed by the applicant. Mr. Safe agreed. During discussion about the
proposed driveway on the east side of the existing building, Mr. Goldman stated that said
driveway should be at least sixteen (16) feet in width to accommodate two cars. Ms. Kreishman
asked how long the existing building on the lot had been vacant. Mr. Goldman replied that the
building has been vacant for approximately one year.

Ms. Kreishman moved that the Plan Commission recommend approval of the rezoning of the
tract of land known and numbered as 7400 Olive, and identified in St. Louis County Records
by Locator Number 171410316, and as identified in the legal description accompanying the
application, from "PA" - Public Activity District to "GC" - General Commercial District. It
was noted that the motion does not include the cemetery parcel. The motion was seconded by
Mr. Marsh and passed by a vote of 7 - O.

Proposed Text Amendments of Zoning Code 134-90: "Major Recreational Vehicle" and
"Private Passenger Vehicle" in Reference to Off-Street Parking for Pickup Trucks; 34-52.4:
Specifically Prohibited Accessory Uses in Reference to Off-Street Parking for Pickup Trucks
and Commercial Vehicles.

Ms. Kreishman explained that this was a continuation of last month's discussion on whether or
not visible off-street parking of pickup trucks should be permitted in residential districts under
the zoning code. Mr. Goldman and Ms. Ratner presented alternative proposals for discussion,
each proposing changes to the definitions of "Major Recreational Vehicle" and "Private
Passenger Vehicle. "

Ms. Ratner explained that her proposal included a six-month trial period similar to that used with
the real estate signs text amendments.

Mr. Kahn stated that he felt the "sideboard" prohibition was too vague. Mr. Foxworth replied
that "sideboard" is a term referring to a specific item used on pickup trucks and felt it should
remain in the proposed text.

During the Commission's discussion about whether or not to list specific types of trailers in the
definition of Major Recreational Equipment, Ms. Ratner stated that it would benefit the general
public to include the trailer list.

During the Commission's discussion about whether or not to further restrict commercial vehicle
storage on residential lots, Ms. Ratner stated that she agreed with Mr. Goldman's proposal to
delete the obsolete language requiring display of city license emblems because the city no longer
issues such emblems or requires licensing. However, she feels that the current text, that allows
commercial vehicles to be stored in carports, should remain, because: carports must be located
behind the building line, there have not been many complaints about such storage of commercial
vehicles in the past and changing the ordinance would economically discriminate against people

m-ll-24.plc
