<br />. <br /> <br />. <br /> <br />November 24,1992 Plan Commission Meeting Minutes Page 4 <br /> <br />who cannot afford garages. <br /> <br />Prior to voting on the final version of the proposal, Mr. Safe stated that he felt that the text <br />amendment was as good as it was going to get. He will vote for the proposal, but does not like <br />it because he doesn't feel that truck parking and that pickup truck storage is not a proper area <br />of regulation to be dealt with by a zoning code. Further, he feels the language in the proposal <br />is legal on one hand and vernacular on the other. He feels when the zoning code is revised, it <br />should include a policy of using straight-forward language, easily understandable by the general <br />public. <br /> <br />Mr. Kendall stated that he will vote against the proposal because, in his opinion, more people <br />in the City are against it. He also feels that property values will drop if the proposal passes. <br /> <br />Ms. Kreishman stated that she will vote for the proposal because she feels it addresses most or <br />all of the concerns citizens would have against truck parking. There are limits on height, weight <br />and size. She disagreed that property values would drop, because modern truck use has changed <br />to "passenger vehicle" purposes. "Offensive" larger trucks are still prohibited and storage in <br />truck beds is also prohibited under the proposal. <br /> <br />Mr. Marsh moved that the Plan Commission recommend approval of the following text <br />amendments to the University City Zoning Code: <br /> <br />134-90 (Def'mitions) <br />Private Passenger Vehicle: (replace existing text with the following) <br />1. Any motor vehicle, other than a commercial vehicle, which does not exceed six and one-half <br />(6th) feet in height and is licensed as a passenger automobile or motorcycle; or <br />2. A van or pickup truck, other than a commercial vehicle, which does not exceed six and one- <br />half (61,~) feet in height or eighteen (18) feet in length, has no more than four wheels, and has <br />a gross vehicle weight rating of 6,000 pounds or less according to ratings published by the <br />manufacturer. Any pickup truck that has been modified by the addition of side boards shall not <br />be classified as a private passenger vehicle. This Section 34-90 definition of Private Passenger <br />Vehicle shall be in force for a trial period of six (6) months from the date of passage of this <br />ordinance. <br /> <br />134-90 (Def'mitions) <br />Major Recreational Equipment: (replace existing text with the following) <br />1. Any motor vehicle which is not a commercial motor vehicle or a private passenger vehicle <br />as herein defined; or <br />2. Any equipment, other than commercial equipment, used, or designed to be used for camping, <br />travel, recreation, or hauling purposes, including but not limited to a camping trailer, travel <br />trailer, tent trailer, boat trailer, boat, camper body for mounting on a truck, or a container or <br />trailer for storing or transporting camping, travel, recreational, or other equipment, whether <br />occupied by such equipment or not.
