No fencing shall be required along the north and west property line, transitional yards <br />shall be as shown on the submitted plan except a minimum of fifteen (15) feet shall be <br />provided along the north property line. <br /> <br />4. Adequate off-street parking shall be provided for any occupancy that takes place prior <br />to the full completion of the parking lot. <br /> <br />The motion was seconded by Ms. Peniston and passed by a vote of 7 - O. <br /> <br />Application for Conditional Use Permit #312 - Access road serving commercial development <br /> <br />Chairperson Marsh informed those present that the Plan Commission had scheduled a public <br />hearing on an application from Schnuck Markets, Inc. represented by Gordon Lyons, Vice <br />President of Supermarket Development for a Conditional Use Permit to permit an access road <br />from approximately 8550 Delmar, serving a commercial development to the south of University <br />City. The Chairperson outlined the Commission's procedures and criteria for reviewing <br />conditional use permits. He specifically stated that the Plan Commission considers whether the <br />use: a) complies with all applicable provisions of the Zoning Code; b) at the specific location <br />will contribute to and promote the community welfare or convenience; c) will not cause <br />substantial injury to the value of neighboring property; d) complies with the overall <br />neighborhood development plan and existing zoning district provisions; and e) will provide, if <br />applicable, off-street parking and loading areas in accordance with the standards contained in the <br />Zoning Code. The Chairperson called upon the applicant. <br /> <br />Mr. Gordon Lyons of 11420 Lackland, St. Louis, MO 63146, explained his application for an <br />access road to the Ladue Crossing Schnucks. He gave a history of the use of the access road. <br />He stated that safety is Schnuck's primary concern in this situation. He introduced Bill Bunte <br />of Crawford, Bunte, Brammeier Traffic and Transportation Engineers. Mr. Bunte outlined the <br />traffic report dated August 19, 1993. <br /> <br />Chairperson Marsh asked Mr. Goldman to review the Staff Report. Mr. Goldman stated that <br />the staff was unable to get a formal review from the City Engineer due to receiving the study <br />at such a late date. A cursory review of the report indicates that little or no consideration was <br />given to the closeness of the right turn cut-off lane from the north-bound I-170 off ramp or to <br />the proximity of the signalized intersection to the west at McKnight. With all of these traffic <br />movements within 100 to 150 feet of the access road it would seem appropriate to study the <br />geometrics, the sight-lines and the traffic counts for each of the critical traffic movements. <br />There are concerns about noise from the increased traffic and the appropriateness of such traffic <br />next to an apartment building; but the most significant concern is the threat to pedestrian and <br />traffic safety.
