<br />. <br /> <br />. <br /> <br />August 25, 1993 Plan Commission Meeting Minutes Page 5 <br /> <br />judgement in deciding to prohibit traffic from exiting on Delmar. On August 16, 1993 they <br />enacted an ordinance prohibiting such traffic movements setting the effective date as October 16, <br />1993. The effective date was set to allow for the repeal of the ordinance if all of the zoning <br />issues are satisfactorily resolved with traffic restrictions, if any are needed, made part of the <br />conditional use permit. The Plan Commission should be aware that final action cannot be taken <br />on the Conditional Use application until the zoning revisions are enacted to permit the <br />conditional use. A timely recommendation from the Plan Commission will help expedite the <br />process so that final action by the City Council can take place at their October 4th meeting if <br />possible. Without a traffic study reviewed by the city's engineering staff, sufficient evidence <br />has not been presented to support a conclusion that the Zoning Code conditional use standards <br />will be met. Instead of recommending denial, Mr. Goldman would prefer to see the Plan <br />Commission set up a special meeting on September 8th or 9th to allow enough time for a staff <br />analysis of the traffic study before action is taken by the commission. He encourages Plan <br />Commission members to inspect the site and consider the width of the roadway, lack of <br />sidewalks for pedestrian use from the nearby senior citizen complex, and the sight lines and lane <br />markings at Delmar. <br /> <br />Mr. Marsh asked if any members of the public wished to comment on the application. <br /> <br />Juliette Rosenblatt, 887 Alanson, stated that she has never seen a truck or car go into that access <br />road all the years she has lived near the property. She stated that manufacturing at the Bristol <br />Meyer plant stopped years ago and that only research was conducted there. She likes the access <br />road but fears it is being used as a cut through to Ladue Road. People speed there, the road <br />must be widened and a yellow line should be painted down the middle. <br /> <br />Stanley Harris, 640 Vassar, stated that most people from University City live northeast of the <br />entrance and would be more likely to take a right than a left. <br /> <br />Max Beason, 7800 Delmar, stated that people will use the access road as a cut through to Ladue <br />Road because there are less stop lights than going down other routes. He also stated that the <br />road is too narrow. <br /> <br />Laverne Fischer, 5 Delcrest Court, stated that there needs to a pedestrian walkway, a yellow line <br />is needed and the road needs to be widened. <br /> <br />Pete Winston, 8687 Barby, stated that he lives and works near the entrance to the access road. <br />There were at least 4 to 5 trucks per day that used the road when Bristol Meyers occupied the <br />property. He states that now the traffic is slight; he has never observed a backup of cars at the <br />entrance. There needs to be a yellow line painted on the road, a sidewalk needs to be added and <br />the throat needs to be widened. He feels that the one-way street is ridiculous because there is <br />no safety reasons to back it up. <br /> <br />m-8-25.plc <br />
