<br />. <br /> <br />. <br /> <br />Plan Commission Minutes, November 17, 1993 Page 3 <br /> <br />Deborah Teason of 727 Syracuse asked if there were any other Walgreen stores in the area with <br />drive-through facilities. Mr. Sansone replied that there were about 20 in the St. Louis area. <br /> <br />David McCobb of 725 Kingsland said he liked to walk in the area and was concerned about the <br />increase in traffic and the increase in the number of parking spaces. <br /> <br />The Vice Chairperson closed the public hearing. Ms. Krieshman moved that the Plan <br />Commission recommend approval of the Conditional Use Permit No. 313 subject to the <br />conditions proposed by Mr. Goldman in his report. The motion was seconded by Mr. Foxworth <br />and failed by a vote of 2 to 3. <br /> <br />Mr. Safe then made a motion to recommend denial. The motion was seconded by Mr. Kahn <br />and passed by vote of 3 to 2. <br /> <br />Zoning Code Revisions - Articles 2 & 4 <br /> <br />The November 17 letter from Michael Weber of Landform Urban Planning Services, written in <br />response to the issues raised by the Plan Commission at the October 27,1993 meeting was <br />reviewed and discussed. The items were considered separately and the members of the <br />commission arrived at a consensus on each of the items. <br /> <br />1. Large group homes as conditional uses in SR & LR Districts: Mr. Goldman expanded <br />on Mr. Weber's explanation stating that if large group homes are not a conditional use, <br />the city will have no way to accommodate handicapped persons in group home facilities <br />that house more than 8 handicapped persons. Mr. Kahn said he was still uncomfortable <br />with large group homes as conditional uses, but it was the consensus of the commission <br />that they are in agreement with Mr. Weber's recommendation. <br /> <br />2. Use of the term "mentally handicapped": The Commission agrees with Mr. Weber's <br />recommendation. <br /> <br />3. Group homes as conditional use on SR and LR Districts: Ms. Ratner stated she was <br />opposed to the small group homes less than 1000 feet apart. She felt that putting them <br />in a conditional use category may lead to law suits. Ms. Krieshman agreed that it was <br />preferable to delete the small group homes less than 1000 feet apart from the conditional <br />use category in the SR and LR Districts. Mr. Kahn moved that the plan commission <br />make this recommendation based on the sense that the minimum of 1000 feet spacing is <br />appropriate and that the conditional use process makes it too difficult to turn down an <br />application. The motion was seconded by Ms. Krieshman and passed 4 - 0 with Mr. <br />Safe abstaining. <br /> <br />M-1l-17.PLC <br /> <br />I <br />
