Family Definition: The Commission looked at a report from Arlene Zarembka dealing <br />number of unrelated persons permitted by the family definitions of 40 Missouri cities. <br />They also discussed the alternative family definitions suggested by Ms. Ratner and Mr. <br />Goldman. The Commission agreed to pursue the following definition: <br /> <br />Family: An individual or married couple and/or the children thereof plus not <br />more than two other persons living together in a dwelling unit as a single <br />housekeeping unit. <br /> <br />Because of a concern that the proposed definition could have an impact on school <br />enrollment, it was decided to take no action without input from the School District. Mr. <br />Goldman was to contact the School District to ask for their advice on this matter. <br /> <br />6.7.8. & 9. Communal Living and Day Care for the Elderly: It was agreed to change the <br />definition of Day Care Home to include elderly and handicapped persons as well as <br />children. It was suggested that this be done by changing the word "children" to <br />"persons" . <br /> <br />An interest was expressed in pursuing the idea of developing provisions for limited <br />communal living arrangements. It was noted that Mr. Weber's November 17, 1993 letter <br />raised the issue of age discrimination and the staff was instructed to ask him to consult <br />with Shu Simon to determine how serious a problem this is. The staff was also asked <br />to check further or have Mr. Weber check on state license requirements for such <br />facilities for the elderly. <br /> <br />10. Cross-referencing: It was agreed that Mr. Weber's comment is acceptable. <br /> <br />11. Prevailing patterns of development: It was agreed that Mr Weber's comment IS <br />acceptable and the commission awaits receipt of the provisions for 34-53 & 34-55. <br /> <br />It was noted that the word "character" in Section 34-40.1 (which is misnumbered at 34- <br />40.2) should be changed to "height and mass". <br /> <br />12. "LR" Lot sizes: It was agreed to use the 6000 square foot minimum lot size for detached <br />single-family dwellings in the "LR" District. <br /> <br />13. "SR" side yards for non-residential uses: Ms. Kreishman said she feels the standards for <br />non-residential side yards in the "SR" District are not restrictive enough. There were <br />mixed feelings among the other members and it was decided to have Mr. Weber use the <br />wording in proposed Section 34-40.4,2,c., but the Plan Commission would continue to <br />study the need for larger side yards in some situations. <br /> <br />M-ll-17.PLC <br />
