The hours of operation for the self-storage facility shall be between 7 a.m. and 7 p.m. <br />Monday through Thursday, between 7 a.m. and 8 p.m. Friday and between 9 a.m. and <br />5 p.m. Sunday. <br /> <br />2. A detailed landscaping plan shall be submitted to the Director of Planning for his review <br />and approval. Landscaping shall be installed and maintained in accordance with the <br />approved plan. <br /> <br />3. In addition to the landscaping depicted in the site plan submitted for this permit, there <br />shall be 18" Evergreens (Yews) spaced no less than 4' apart along the full length of the <br />south side of the new self-storage building. <br /> <br />The motion was seconded by Ms. Ratner and passed by a vote of 6 - 0 with Mr. Safe, Ms. <br />Ratner, Mr. Marsh, Mr. Solodar, Ms. Peniston and Mr. Foxworth voting "aye." <br /> <br />Public Hearing: Conditional Use Permit #317 for a Carry-out restaurant / catering facility <br />at 8631 Olive <br /> <br />Chairperson Marsh announced that a public hearing was scheduled to hear an application from <br />Albertine Thompson for a Conditional Use Permit for a Carry-out restaurant / catering facility <br />at 8631 Olive. <br /> <br />The Chairperson noted the Commission's procedures and criteria for reviewing conditional use <br />permits. He specifically stated that the Plan Commission must consider whether the use: a) <br />complies with all applicable provisions of the Zoning Code; b) at the specific location will <br />contribute to and promote the community welfare or convenience; c) will not cause substantial <br />injury to the value of neighboring property; d) complies with the overall neighborhood <br />development plan and existing zoning district provisions; and e) will provide, if applicable, off- <br />street parking and loading areas in accordance with the standards contained in the Zoning Code. <br />The Chairperson called upon the applicant. <br /> <br />Ms. Albertine Thompson stated that she wished to run a Jamaican style restaurant from that <br />location at Jeffrey Plaza. She has been located in the University City area in the past and wishes <br />to return. <br /> <br />Chairperson Marsh called on Frank Hill, Zoning Administrator to provide the staff report. He <br />stated that this application will comply with the review criteria of Zoning Code Subsection 34- <br />69.3 if proper provisions are made to prevent food preparation odors from affecting abutting <br />residential occupants, if hours of operation are limited and if the operation is limited to that <br />described in the application. He recommends approval subject to the following conditions: 1) <br />An exhaust system shall be installed or other means shall be taken to prevent any food odors <br />from being perceptible beyond the lot lines of the property on which the restaurant is located. <br /> <br />m-3-23.plc <br />
