The hours of operation for the self-storage facility shall be between 7 a.m. and 7 p.m. Monday through Thursday, between 7 a.m. and 8 p.m. Friday and between 9 a.m. and 5 p.m. Sunday. 2. A detailed landscaping plan shall be submitted to the Director of Planning for his review and approval. Landscaping shall be installed and maintained in accordance with the approved plan. 3. In addition to the landscaping depicted in the site plan submitted for this permit, there shall be 18" Evergreens (Yews) spaced no less than 4' apart along the full length of the south side of the new self-storage building. The motion was seconded by Ms. Ratner and passed by a vote of 6 - 0 with Mr. Safe, Ms. Ratner, Mr. Marsh, Mr. Solodar, Ms. Peniston and Mr. Foxworth voting "aye." Public Hearing: Conditional Use Permit #317 for a Carry-out restaurant / catering facility at 8631 Olive Chairperson Marsh announced that a public hearing was scheduled to hear an application from Albertine Thompson for a Conditional Use Permit for a Carry-out restaurant / catering facility at 8631 Olive. The Chairperson noted the Commission's procedures and criteria for reviewing conditional use permits. He specifically stated that the Plan Commission must consider whether the use: a) complies with all applicable provisions of the Zoning Code; b) at the specific location will contribute to and promote the community welfare or convenience; c) will not cause substantial injury to the value of neighboring property; d) complies with the overall neighborhood development plan and existing zoning district provisions; and e) will provide, if applicable, off- street parking and loading areas in accordance with the standards contained in the Zoning Code. The Chairperson called upon the applicant. Ms. Albertine Thompson stated that she wished to run a Jamaican style restaurant from that location at Jeffrey Plaza. She has been located in the University City area in the past and wishes to return. Chairperson Marsh called on Frank Hill, Zoning Administrator to provide the staff report. He stated that this application will comply with the review criteria of Zoning Code Subsection 34- 69.3 if proper provisions are made to prevent food preparation odors from affecting abutting residential occupants, if hours of operation are limited and if the operation is limited to that described in the application. He recommends approval subject to the following conditions: 1) An exhaust system shall be installed or other means shall be taken to prevent any food odors from being perceptible beyond the lot lines of the property on which the restaurant is located. m-3-23.plc
