<br />. <br /> <br />. <br /> <br />6-22-94 Plan Commission Meeting Minutes Page 2 <br /> <br />They were finally successful in acquiring the property and are working out arrangements with <br />the City Manager and the City Forester to develop a landscaping plan for the comer. He also <br />indicated that Car-X planned a phased development with the first phase consisting of expanding <br />the parking with an entrance from North & South Boulevard and the installation of landscaping; <br />and a second phase to be completed in the spring of 1995 that will include enlarging the building <br />and constructing a new trash enclosure. Mr. Isabell answered questions from Commission <br />Members regarding the location of the trash enclosure, planting trees on the church property to <br />the south and the possibility of needing retaining walls at the south-west comer to achieve a <br />reasonable transition from the existing grade to the floor level of the new service bays. He <br />responded that they would study the grades and include whatever retaining walls are needed. <br />Mr. Goldman stated that he was in contact with representatives of the church and would see if <br />he could work out some sort of arrangement with them to allow tree planting along the north <br />edge of their lot. <br /> <br />Chairperson Pro Tern Solodar then called on Mr. Goldman to give the staff report. He stated <br />that the lot on the southwest comer of Olive and North & South Boulevards has been vacant for <br />many years, but due to its small size and narrow width it is unbuildable. When the Car-X <br />facility was first built (and several times since) the city was unsuccessful in encouraging the <br />owner of the comer lot to sell to Car-X. The 1976 Conditional Use Permit even contained a <br />condition that would allow extending parking into the comer lot in accordance with a plan dated <br />November 3, 1976. Since the current proposal includes modifications not shown on the 1976 <br />plan it is necessary to amend the original Conditional Use Permit at this time. <br /> <br />More information is needed on the slopes in the pavement shown along the south end of the <br />building. The 18% grade is too steep to allow for good truck access to the trash enclosure. He <br />suggested that the trash enclosure be moved eastward to the south-east comer of the building. <br />In addition, the enclosure should be large enough to hold the trash dumpster, worn tires, worn <br />mufflers and other scrap metal. The enclosure should be of masonry to match the building. <br /> <br />Much of the asphalt curbing along the south and some of the curbing on the east is damaged or <br />deteriorated. All existing curbs running along the south and east edges of the existing lot should <br />be replaced with portland cement concrete and all new curbing should be of portland cement <br />concrete. If concrete curbs are used, the concrete wheel bumpers are not needed. Wheel <br />bumpers, even when anchored, are frequently knocked out of place presenting an unsightly <br />appearance and creating a tripping hazard. <br /> <br />The proposed free standing identification sign with bulletin board is limited by the sign code to <br />a total height of ten (10) feet. There is no reason to vary from this standard. The existing <br />driveway entrance sign is this height and is visible from a considerable distance. <br /> <br />The City through its Tax Increment Financing Commission plans to provide most of the <br />landscaping for the comer, including the landscaping plan, trees and shrubs.
