They will also <br />be responsible for watering, maintaining and replacing plant material. Neoprene edging is not <br />approved for use around planting beds and the curbs shown between the sidewalks and planting <br />areas are not needed. <br /> <br />Mr. Goldman stated he found that the proposed Conditional Use amendment will meet the <br />zoning code standards for Conditional Use approval contained in Zoning Code ~34-65.4 if <br />approved with the following conditions: 1) Restudy grading and drainage along southern edge <br />of site to minimize steepness of sloped paving, submitting revised grades to the Director of <br />Planning for review and approval. 2) Relocate trash enclosure eastward, construct of masonry <br />to match building and enlarge enclosure to include space for trash dumpster, worn tires and <br />scrap metal. 3) Replace asphalt curbs on south and east of existing parking lot with portland <br />cement concrete curbs. All new curbs shall be of portland cement concrete. Individual wheel <br />bumpers shall not be used. 4) Signs on the premises shall conform in all respects with the <br />provisions of the University City Sign Code. 5) A detailed landscaping plan will be furnished <br />by the City. Landscaping shall be installed and maintained in accordance with the plan. 6) <br />Overnight outdoor parking or storage of wrecked, derelict, abandoned and/or unlicensed vehicles <br />is prohibited. 7) Overnight out-door parking or storage of duly licensed vehicles shall be limited <br />to not more than five motor vehicles. 8) MSD, State and County highway department approvals <br />shall be obtained prior to the issuance of building permit. <br /> <br />Chairperson ProTem Solodar asked for public comments. No member of the public asked to <br />be heard and he closed the public hearing. <br /> <br />Chairperson Pro Tern Solodar called for discussion. There was concurrence with the staff <br />findings, but members were concerned that the standard 180 day time limit for obtaining a <br />building permit would present a problem for the second phase of development. After a brief <br />discussion, Mr. Kahn moved to recommend approval of the application based on the fact that <br />the evidence supported a finding that the proposed amended Conditional Use will meet the <br />standards for approval contained in ~34-65.4; subject to the following conditions: <br /> <br />1.
