Signs on the premises shall conform in all respects with the provisions of the University <br />City sign code. <br />2. This permit does not authorize the raised platform, stairs, planters or lighting on the <br />public sidewalk as shown on the application drawings. <br />3. The hours of business operation shall be limited to starting business no earlier than 10:00 <br />a.m. on any day of the week, closing by midnight on Sunday through Thursday nights <br />and closing by 1:00 a.m. the following morning on Friday and Saturday nights. <br />4. All delivery vehicles shall park at the rear of the building and use the rear doors only. <br />5. The operator of the restaurant shall be responsible to insure daily collection from the <br />refuse container if not otherwise provided by the building owner. <br />6. The operator of the restaurant shall regularly police the site and the area adjacent to the <br />restaurant to remove litter and debris. <br />7. Trash containers for patron use shall be available on the premises at all times. <br />8. An exhaust system shall be installed and/or other means shall be taken to prevent any <br />food preparation odors or cooking odors from being perceptible beyond the lot lines of <br />the lines of the property on which the restaurant is located. <br /> <br />Mr. Foxworth seconded the motion and it passed by a vote of 4 to O. <br /> <br />Public Hearing - Conditional Use Permit Amendment Application #182(A) for the <br />rebuilding of Carry-out/Drive-through Restaurant Facility, 8127 Olive <br /> <br />The Chairperson Pro Tern called on representatives of the applicant to make their presentation. <br />Debra Hayden, construction project manager for McDonald's Corporation introduced restaurant <br />operator Lee Chazen, architect Joseph M. Frigerio of Archimages,Inc. and engineer Lee Anstron <br />of Environmental Science and Engineering, Inc. <br /> <br />Ms. Hayden explained that this was total replacement of the McDonalds restaurant facility and <br />would involve a newer drive-through window concept where the customer deals with a live <br />person through window even for the ordering so that there is no microphone or speaker in use <br />at the menu board. She reviewed the conditions that were recommended by the staff and stated <br />that they did wish to retain the 16 foot high existing sign even though they would be replacing <br />all of the sign panels. She also indicated that there would be no speakers on the exterior because <br />of their new drive-through window arrangement. She then displayed a photograph of a recently <br />built McDonald's to show the current method of roof lighting, indicating that instead of a strip <br />lighting all along the roof beam there was a single spotlight lens at the lower end of each roof <br />beam that was used to wash the roof with light. Mr. Goldman was asked if this would comply <br />with the sign code and he indicated that it in his judgement it would. Mr. Anstron of <br />Environmental Science and Engineering, Inc. indicated that the floor elevation as shown was one <br />foot above the one hundred year flood level from the information he had received and that the <br />grading and retaining wall along the west side of the site effectively raised the refuse storage <br />enclosure so that it was not really in the flood way . <br /> <br />m-6-22.plc <br />
