It was added through clerical error. <br /> <br />Council Member Schoo mer stated that legislation has been drafted at the City Council level to <br />vacate approximately 5' to 6' of the right-of-way along the front of the building in order to allow <br />Washington University to build the proposed raised platform, stairs, planters and lighting along <br />the sidewalk. <br /> <br />The Chairperson opened the public hearing and asked for testimony from the public. Chris <br />Carlyle, 7355 Lindell, stated that her apartment backs up to the rear parking lot of the new <br />building. She is concerned about diesel fumes, restaurant smells and vehicle exhaust emanating <br />into her living area. Lisa Rhodes, 7355 Lindell, Apt. 205, stated that agreed with the previous <br />comment and hoped that vehicles could be prevented from parking below the apartment <br />building's windows. Robert Fischel, 7320 Lindell, stated that he is concerned about trash and <br />debris in the parking lot. He suggests that the applicants be required to have trash receptacles <br />in the parking lot. No other members of the public indicated a desire to speak, so the public <br />hearing portion of the meeting was closed. <br /> <br />Ms. Ratner stated that she lives a block south of the new building. The traffic is very congested <br />during peak driving hours. Having four restaurants concentrated in that building will increase <br />that congestion. There is an abundance of illegal parking occurring in that area. <br /> <br />Mr. Schoomer stated that the Traffic Commission will be made aware of the problems in that <br />area. <br /> <br />Ms. Ratner stated that the closing time of the restaurant should be earlier. The other restaurants <br />should also have been further restricted. Since all of the units have been approved for <br />restaurants, she is also concerned that one large restaurant could be opened in that building in <br />the future. Ms. Ratner suggested that this conditional use permit be limited to this specific unit. <br /> <br />Mr. Goldman pointed out that only three of the four units in the new building are restaurants. <br />The fourth unit is a hair salon that actually separates two of the restaurants. <br /> <br />Mr. Safe asked for clarification on the sidewalk issue. Mr. Goldman explained that the plans <br />for the building showed proposed construction on the sidewalk that included a raised platform, <br />stairs, planters and lighting. Since that area is in the public right-of-way, the Planning <br />Department does not have the authority to approve it. Therefore, the matter had been forwarded <br />to the Public Works Department and the City Council for their review. <br /> <br />Mr. Safe asked Mr. Kitsis if patrons would enter the restaurant through a rear access. Mr. <br />Kitsis stated that the public entrance will only be from Forsyth. <br /> <br />Mr. Solodar asked if the parking spaces for the building were delineated from the rest of the <br /> <br />m-9-28.p1c <br />
