<br />. <br /> <br />. <br /> <br />9-28-94 Plan Commission Meeting Minutes Page 7 <br /> <br />The Chairperson asked for public comments. Frankie Spear, 953 Swarthmore, stated she is <br />opposed to having this use in a residential area. The drive is not wide enough to accommodate <br />the buses which are already causing damage to the pavement in the area. Janet Bosely, 961 <br />Swarthmore, asked what time the buses will be running. Mr. Cayce replied that the earliest bus <br />will leave at 6:45 a.m. and the last bus will get back at around 5:00 p.m. Preston Bosely, 961 <br />Swarthmore, asked if the buses will be repaired at the site. Mr. Cayce replied that the buses <br />will still be serviced at the site on Kingsland. If a bus broke down at the Brittany Woods site <br />it would have to be towed to the Kingsland site. Theresa Alsup, 936 Gay Avenue, stated the <br />use would change the residential climate of the neighborhood, will enhance the possibility of <br />vandalism and will lessen the appeal of the golf course. No other members of the public <br />indicated a desire to speak. <br /> <br />Ms. Ratner asked what landscaping is required for this use. Mr. Goldman stated that since this <br />does not abut residential property no transitional yards are required. However, appropriate <br />screening could be required as a condition. <br /> <br />Ms. Ratner asked when the school district proposes to open the Early Learning Center. Mr. <br />Cayce replied that the building is scheduled for opening in September of 1995. Therefore, they <br />would have to move the buses off the current site by November of this year in order to start <br />construction. <br /> <br />Mr. Solodar moved that the Plan Commission recommend denial of the text amendment as <br />submitted. The motion was seconded by Ms. Peniston and passed by a vote of 5 to 2, with Ms. <br />Ratner, Mr. Kahn, Mr. Solodar, Ms. Peniston and Mr. Safe voting "aye" and Mr. Marsh and <br />Mr. Foxworth voting "nay." <br /> <br />Mr. Marsh informed the applicants that the application for text amendment would proceed to the <br />City Council. <br /> <br />Public Hearing: Conditional Use Permit #322, Outdoor Parking Facility in "PA" - Public <br />Activity District, 8125 Groby <br /> <br />Chairperson Marsh announced that a public hearing was scheduled to hear an application from <br />the School District of University City represented by Roger Cayce, Executive Director of <br />Buildings, Maintenance and Security and David Winslow, Plant Manager for a Conditional Use <br />Permit to allow the premises at 8125 Groby to be used as an outdoor parking facility for school <br />buses. <br /> <br />The Chairperson noted the Commission's procedures and criteria for reviewing conditional use <br />permits and amendments to them. He specifically stated that the Plan Commission must consider <br />whether the use: a) complies with all applicable provisions of the Zoning Code; b) at the <br />specific location will contribute to and promote the community welfare or convenience; c) will <br /> <br />m-9-28.plc <br />
