<br />- <br /> <br />. <br /> <br />. <br /> <br />June 28, 1995 Plan Commission Meeting Minutes <br /> <br />Page 2 <br /> <br />She also asked the staff to write a draft regulation for consideration by the Plan Commission. <br />After a brief discussion Ms. Ratner noted that the preference was to avoid placing signs above <br />the first story. <br /> <br />Approval of University Forest Addition Subdivision <br /> <br />Mr. Goldman explained that the plat for University Forest Addition Subdivision was approved <br />by the Plan Commission and the City Council several years ago, but it had never been recorded. <br />He explained the subdivision consisted of dividing the entire parcel owned by the University <br />Forest Nursing Care Center into two lots. Mr. Goldman indicated his understanding that the <br />subdividing is for the purpose of splitting the ownership to provide a more favorable financing <br />arrangement and that future development of Lot A could not take place without just amending <br />Conditional Use Permit No. 265B. <br /> <br />Mr. Al Stone of 1282 George Street provided a history of the nursing home development and <br />raised questions about the future development and maintenance of the site. <br /> <br />Mr. Solodar moved to recommend approval of the subdivision subject to the conditions of <br />Conditional Use Permit No. 265B. The motion was seconded by Mr. Smith and passed by a vote <br />of 4 - 1. <br /> <br />Review of the Comprehensive Plan <br /> <br />Chairperson Ratner asked for comments from the Commission starting with Chapter 1. <br /> <br />Chapter 1 - Commercial Areas. Mr. Solodar noted that the background statements on pages 17, <br />18 and 19 require significant updating, particularly the sections on the Loop. Ms. Glassman <br />thought it might be time to consider a marketing consultant for Olive Boulevard. Mr. Solodar <br />said he would like to see blocks or areas identified that need upgrading and focus on them as <br />study areas. Mr. Smith noted that there is no sense of a University City identity as one enters <br />the Olive business area. Ms. Glassman suggested a review of gross receipts tax information in <br />order to spot trends. Ms. Ratner commented that it would be useful to survey the needs of the <br />residential areas near Olive in order to identify the businesses needs of these residents. <br /> <br />Chapter 2 - Residential Neighborhoods. Mr. Solodar suggested training volunteers to do <br />walking inspections of neighborhoods. He also felt we need to look into the mechanism for <br />extending subdivision indentures beyond the initial time limits in order to give neighborhoods <br />the continuing benefit of the trustee restrictions. Ms. Ratner addressed the potential negative <br />effect of infill housing that reduces lot widths in large lot neighborhoods. Mr. Foxworth stated <br />that if we really intend to preserve the character of our neighborhoods, we must disallow infill <br />development that disrupts the established neighborhood pattern. <br /> <br /> <br />m-6-28.plc <br /> <br />- <br />
