<br />. <br /> <br />. <br /> <br />October 25, 1995 Plan Commission Meeting Minutes <br /> <br />Page 2 <br /> <br />The Vice Chairperson noted the Commission's procedures and criteria for reviewing conditional <br />use permits and amendments to them. The Vice Chairperson specifically stated that the Plan <br />Commission must consider whether the use: a) complies with all applicable provisions of the <br />Zoning Code; b) at the specific location will contribute to and promote the community welfare <br />or convenience; c) will not cause substantial injury to the value of neighboring property; d) <br />complies with the overall neighborhood development plan and existing zoning district provisions; <br />and e) will provide, if applicable, off-street parking and loading areas in accordance with the <br />standards contained in the Zoning Code. The Vice Chairperson called upon the applicant. <br /> <br />Rev. Samuel Earl, 8333 Fullerton stated that George Everding, Architect, 4462 Laclede Ave., <br />St. Louis, MO 63108 will be representing the Abundant Life Ministry Complex at this hearing. <br />Mr. Everding gave an overview of the revised plans for the sanctuary addition which will <br />accommodate an occupancy of 1322 people with the addition of a balcony. Mr. Everding <br />reviewed the revised parking plan with a total of 331 spaces. Mr. Everding also reviewed a <br />letter to Mr. Goldman dated October 25, 1995 that details the revisions. <br /> <br />Vice Chairperson Solodar called on Planning Director Al Goldman to provide the staff report. <br />Mr. Goldman stated that in his memo dated October 19, 1995 he had previously recommended <br />denial of the revised plans. However, the newly revised plans submitted to him today comply <br />with the parking requirements of the zoning code. Mr. Goldman recommends approval of the <br />application subject to all of the conditions of the original permit and the following: 10) Balcony <br />seating shall be limited to 360 seats and main floor sanctuary seating exclusive of choir and <br />pulpit area shall be limited to 802 seats. The pew layout shall be submitted to the Director of <br />Planning for review and approval. No fixed seating shall be installed other than as approved <br />by the Director of Planning under this provision. 11) No portable seating shall be placed in the <br />aisles or cross aisles at any time and no persons shall be permitted to sit in the aisles or on the <br />stairs. 12) Parking shall be in accordance with the plan dated 10/25/95. <br /> <br />Vice Chairperson Solodar opened the public hearing and asked for testimony from the public. <br />No members of the public indicated a desire to speak, so the public hearing portion of the <br />meeting was closed. Rev. Earl stated that the new conditions are acceptable. <br /> <br />The Plan Commission determined that the evidence presented to the Plan Commission supports <br />the conclusion that the proposed conditional use amendment: a) Complies with all applicable <br />provisions of the Zoning Code; b) At the specific location will contribute to and promote the <br />community welfare or convenience; c) Will not cause substantial injury to the value of <br />neighboring property; d) Complies with the overall neighborhood development plan and existing <br />zoning district provisions; and e) Will provide, if applicable, off-street parking and loading areas <br />in accordance with the standards contained in the Zoning Code. Mr. Kahn moved that the Plan <br />Commission recommend approval of the Conditional Use Permit subject to the following <br />conditions: <br /> <br />m-l0-25.plc <br />
