October 23, 1996 Plan Commission Meeting Minutes Page 2 <br />block frontage. The basic provisions of the Zoning Code call for a minimum lot width of 60 feet. <br />The block frontage was platted with a 124.85 foot wide lot at the north corner, a 80 foot wide lot at <br />the south corner and seven 100 foot wide lots in between. Three of the seven lots have been divided. <br />The 80 foot corner lot contains two four-family apartment buildings that front on Pershing and thus <br />should not be counted as part of the prevailing pattern of development on the Hanley block frontage. <br />Thus the existing development on the block frontage now consists of eleven lots; six with widths of <br />approximately 50 feet and five with widths of 100 feet or more. For your information, a similar <br />resubdividing for Lot 5 was approved by the City Council on February 27, 1995. Mr. Goldman stated <br />that the Historic Preservation Commission Chairperson expressed interest in reviewing the project <br />since the lot abuts the Linden-Kingsbury Historic District. Therefore the City Manager will probably <br />require that the Historic Preservation Commission review the project before the City Council does. <br />Chairperson Solodar asked if any members of the public wished to comment. No members of the <br />public indicated a desire to speak. <br />Ms. Peniston asked if the neighbors had been informed of the matter. Mr. Hill replied that notice of <br />the meeting had been mailed to all abutting property owners. <br />Mr. Walsh moved that the Plan Commission approve the resubdivision of 425 N. Hanley, Lot 3 of <br />Block B of the Bemiston Subdivision into two 50 foot wide lots. The motion was seconded by Mr. <br />Foxworth and passed by a vote of 6 to 0, with all members voting "aye." <br />Resubdivision: 6677 Delmar, Lots 2, 3 and Part of Lot 1 of Delmar Garden <br />Chairperson Solodar announced that a hearing was scheduled concerning an application from Louis <br />London, Inc., represented by Jerry Best, C.F.O., 6665 Delmar, Ste. 300, University City, MO 63130. <br />The Chairperson noted the Commission's procedures and criteria for reviewing resubdivisions. The <br />Chairperson called upon the applicant. <br />Mr. Best gave an overview of the proposed resubdivision. <br />Chairperson Solodar called on Planning Director Al Goldman to provide the staff report. Mr. <br />Goldman stated that the Louis London Company plans to erect a three story building on the vacant <br />lot west of their existing building at 6665 Delmar Boulevard. Their plans include a connecting link <br />between the buildings at the second and third floor levels. Building code considerations make it <br />necessary to establish a lot line between the two buildings. The offsets in the lot line are needed to <br />accommodate the firewall and exterior wall requirements of the building code. He has reviewed the <br />resubdivision plat and recommends approval on the condition that the following items are <br />satisfactorily addressed on the final plat: 1) The east lot line of Parcel B does not coincide with the <br />west property line of Lot 1. It appears that part of Lot 1 was conveyed to the owner of Lot 2. This <br />conveyance should be tied down by dimension and the Recorder of Deeds book and page should be <br />m-10-23.plc <br /> <br />
