September 24, 1997 Plan Commission Minutes Page 3 <br />Chairperson Solodar opened the public hearing and asked for testimony from the public. Arthur <br />Smith, representing the Partridge Heights Neighborhood Association stated that they were concerned <br />with parking problems along Partridge and the increased traffic along the surrounding streets. Wilma <br />Cannel, 1332 Purdue stated that she was concerned with lighting. Herman Russell, 7106 Willow <br />Tree, stated that there is too much noise during early morning and late night shift changes. Victor <br />Pichon, 1316 Purdue stated that he is concerned with the height of the building. Marion Sharp, 7131 <br />Willow Tree, stated that the increased parking along Partridge has literally stopped the street cleaning <br />for over a year and it has created a hazard. O. C. Carnes, 1235 Partridge, stated that he is favor of <br />the expansion. Hardy Ware, City Councilperson, 1465 Forest Green Ct., stated he will work the <br />citizens and the nursing home to achieve a positive result. Arthur Sharp, Jr. 7131 Willow Tree stated <br />that he wants to be assured that the parking situation will be resolved. No other members of the <br />public indicated a desire to speak, so the public hearing portion of the meeting was closed. <br />Mr. Salter stated that on-street parking will not be an issue, he will require that all employees park <br />off-street in the parking lot. <br />Mr. Price stated that traffic commission should be informed. <br />Mr. Goldman suggested that a condition be added to require employees to park off-street. <br />The Plan Commission determined that the evidence presented to the Plan Commission supports the <br />conclusion that the proposed conditional use: a) Complies with all applicable provisions of the <br />Zoning Code; b) At the specific location will contribute to and promote the community welfare or <br />convenience; c) Will not cause substantial injury to the value of neighboring property; d) Complies <br />with the overall neighborhood development plan and existing zoning district provisions; and e) Will <br />provide, if applicable, off-street parking and loading areas in accordance with the standards contained <br />in the Zoning Code. Mr. Walsh moved that the Plan Commission recommend approval of the <br />Conditional Use Permit subject to the following conditions: <br />1.Landscaped transitional yards shall be maintained along the north and south property lines <br />from Partridge to the west line of Backer Street. Chain link fencing shall be maintained <br />around the north, west and south property lines. <br />2.At least 20 parking spaces shall be maintained in the parking areas east of the building. <br />3.Existing driveways, loading areas and refuse enclosures shall be maintained, and parking shall <br />be strictly prohibited on the driveways. <br />4.Meyer and Watts Avenues shall remain closed-off from the site by chain link gates arranged <br />to permit Fire Department emergency access to paved driveways on the site. <br />5.Fire hydrants shall be installed where directed by the Fire Marshal. <br />6.The project shall be operated and maintained in accordance with a detailed maintenance plan <br />and schedule submitted to and approved by the City Manager prior to the issuance of the <br />occupancy permit for the new wing. <br />m-9-24.plc <br /> <br />
