January 28, 1998 Plan Commission Minutes Page 3 <br />The commission determined that the proposed word “especially” should be changed to “including.” <br />The Plan Commission voted 6 to 0 to recommend approval of the above referenced text amendment. <br />34-40.6 Minimum Planned Development Site Size <br />The minimum site size for any of the Planned Development districts shall be two (2) acres. This <br />a two-thirds vote of <br />minimum site size may be waived by the City Council upon report by the Plan <br />Commission; if it is determined that the use proposed is desirable or necessary in relationship to the <br />surrounding neighborhood; or, if the City Council should determine such waiver to be in the general <br />public interest. <br />Ms. Glassman stated that she did not think that super majority requirements should be approved <br />without establishing principles for the whole code rather than this piece-meal approach. The Plan <br />Commission voted 6 to 0 to not recommend approval of the above referenced text amendment. <br />34-40.7 Density and Dimensional Regulations and Performance Standards <br />4.Planned Development - Commercial or Industrial Commercial (PD-C or PD-I): <br />a.Site Coverage: Total site coverage by uses permitted in the "PD-C" or "PD-I" <br />Districts shall be seventy (70) percent, except as permitted to be exceeded in <br />accordance with paragraph "b" below. <br />b.Site Coverage Bonus: The Plan Commission may recommend and the City <br />by a 2/3 vote <br />Council may approve an increase in maximum site coverage from <br />seventy (70) percent up to ninety (90) percent. In order to qualify for this bonus, <br />five (5) <br />the development plan must demonstrate compliance with four (4) or more <br />of the following performance criteria: <br />Ms. Glassman voiced her same objection to the super-majority requirement. Ms. Peniston and Mr. <br />Walsh stated that they felt this was an instance where the super-majority vote should be required. <br />In reference to "by a 2/3 vote," the Plan Commission voted 5 to 1 to recommend approval of the <br />above referenced text amendment. <br />In reference to "five (5)," the Plan Commission voted 6 to 0 to not recommend approval of the above <br />referenced text amendment. <br />34-40.16 Final Development Plan Procedure <br />1.Final Development Plan Submittal Requirements: <br />The final development plan shall include the required information described in Section 29-36.1, Chapter <br />29, "Subdivision and Land Development Regulations," University City Municipal Code, as applicable. <br />In addition to these submittal requirements, the following shall be submitted. <br />wpoffice\wpdata\m-1-28.plc <br /> <br />
