January 27, 1999 and February 3, 1999 Plan Commission Minutes Page 3 of 4 <br />February 3, 1999 <br />The Plan Commission held the special meeting in the Fourth Floor Conference Room located <br />located in City Hall, 6801 Delmar Boulevard, University City, Missouri on February 3, 1999. <br />The meeting commenced at 5:30 p.m. with Chairperson Solodar presiding. <br />Voting Members PresentVoting Members Absent <br />A. John Solodar, ChairpersonMickey Peniston <br />Susan Glassman, Vice ChairpersonLarry Self <br />Byron Price <br />Helton Reed <br />Jimmie Irons <br />Staff Present <br />: Frank B. Hill, Zoning Administrator <br />Chairperson Solodar announced that this meeting was called to order for the sole purpose of <br />voting on the agenda items from the previous meeting on January 27, 1999. <br />Approval of Minutes <br />Chairperson Solodar stated that the Commission would consider approval of the minutes from <br />the December 9, 1998 meeting. Mr. Price moved for approval of the December 9, 1998 minutes. <br />The motion was seconded by Mr. Reed and passed by a vote of 5 to 0 with all members voting <br />“aye.” <br />Public Hearing: Conditional Use Permit #348, Drive-through facility, 7575 Olive <br />The Plan Commission determined that the evidence presented to the Plan Commission supports <br />the conclusion that the proposed conditional use: a) Complies with all applicable provisions of <br />the University City Zoning Code; b) At the specific location will contribute to and promote the <br />community welfare or convenience; c) Will not cause substantial injury to the value of <br />neighboring property; d) Is consistent with the Comprehensive Plan, neighborhood development <br />plan (if applicable), and any other official planning and development policies of the City; and e) <br />Will provide off-street parking and loading areas in accordance with the standards contained in <br />Article 7 of the University City Zoning Code. Ms. Glassman moved that the Plan Commission <br />recommend approval of the Conditional Use Permit subject to the following conditions: <br />1.Signs on the premises shall conform in all respects with the provisions of the University <br />City Sign Code. <br />2. The operator of the retail store shall regularly police the site and the area adjacent to the <br />store to remove litter and debris. <br />wpoffice\wpdata\m-1-27.plc <br /> <br />
