Mr. Price moved that <br />the Plan Commission not recommend approval of the Conditional Use Permit Amendment. The <br />motion was seconded by Mr. Irons and passed by a vote of 6 to 0, with 1 abstention, with all <br />members voting “aye” except that Ms. Peniston abstained. <br />Public Hearing: Conditional Use Permit #351, Hearing: Resubdivision/Lot Consolodation <br />and Hearing: Map Amendments (Rezoning) Application (PDR and SR to HR), 500-546 <br />North & South (even) <br />Chairperson Solodar announced that a public hearing was scheduled to hear an application from <br />Londe Group Investments, LLC, 930 Kehrs Mill Road, Ballwin, MO 63011 represented by <br />th <br />Attorney, Edward Griesedieck, III, of Herzog, Crebs & McGee, LLP,, One City Centre, 24 <br />th <br />Floor, 515 N. 6 Street, St. Louis, MO 63101-2409. The applicants request a conditional use to <br />allow the premises at 500-546 North & South to be used as 3, 4-story, elevator apartment <br />buildings with a floor area ratio greater than 1.0. They also have submitted a proposed <br />preliminary plat for lot consolidation and have asked that the property at 500-518 North & South <br />be rezoned from PDR (Planned Development Residential District) to HR (High Density <br />Residential District) and that the property located at 522-546 North & South be rezoned from SR <br />(Single Family Residential District) to HR (High Density Residential District). <br />The Chairperson noted the Commission's procedures and criteria for reviewing conditional use <br />permits and amendments to them. The Chairperson specifically stated that the Plan Commission <br />must consider whether the use: a) Complies with all applicable provisions of the University City <br />Zoning Code; b) At the specific location will contribute to and promote the community welfare <br />or convenience; c) Will not cause substantial injury to the value of neighboring property; d) Is <br />consistent with the Comprehensive Plan, neighborhood development plan (if applicable), and any <br />other official planning and development policies of the City; and e) Will provide off-street <br />parking and loading areas in accordance with the standards contained in Article 7 of the <br />University City Zoning Code. <br />Mr. Griesedieck gave an overview of the proposal for the conditional use permit, the <br />resubdivision and the map amendment (rezoning).
