June 28, 2000 Plan Commission Minutes Page 5 of 7 <br />Mr. Hill gave the staff recommendation that the application be approved per the June 21, 2000 <br />memo with proposed condition #12 changed to “Parking shall be provided in the amount <br />required by the University City Zoning Code.” <br />Chairperson Glassman opened the public hearing and asked for testimony from the public. <br />JoAnne Treumann, 8326 Delcrest stated that she was concerned about people parking along the <br />street and causing problem for fire safety vehicles. Kay Drey, 515 West Point, stated that she <br />was concerned with how the conditions would be enforced. Carol Ruseel, 7407 Teasdale stated <br />that she was fine with the proposal. Vernon Fischer, 5 Delcrest Ct. stated that parking is a <br />problem in the area. <br />Mr. Medve responded that there would be a doorman by the entrance to make sure people do not <br />park illegally. <br />No other members of the public indicated a desire to speak, so the public hearing portion of the <br />meeting was closed. <br />The Plan Commission determined that the evidence presented to the Plan Commission does <br />support the conclusion that the proposed conditional use amendment: a) Complies with all <br />applicable provisions of the University City Zoning Code; b) At the specific location will <br />contribute to and promote the community welfare or convenience; c) Will not cause substantial <br />injury to the value of neighboring property; d) Is consistent with the Comprehensive Plan, <br />neighborhood development plan (if applicable), and any other official planning and development <br />policies of the City; and e) Will provide off-street parking and loading areas in accordance with <br />the standards contained in Article 7 of the University City Zoning Code. Mr. Irons moved that <br />the Plan Commission recommend approval of the Conditional Use Permit with the following <br />conditions: <br />1.The building and property shall be developed, constructed and maintained in compliance <br />with the plans submitted with this application. <br />2.The permitted Floor Area Ratio (FAR) for this phase of the project shall be limited to <br />1.96. Future projects on this block (the 8300 block of the south side of Delmar and the <br />north side of Delcrest) shall take into account this area when figuring FAR for the whole <br />project. <br />3.A detailed landscaping plan shall be submitted to the Director of Planning for approval, <br />in conjunction with a review by the City Forester. Landscaping shall be installed and <br />maintained in accordance with the approved plan.
