<br />Public Hearing: Conditional Use Permit Amendment #357, Drive-in / Drive-through
<br />Restaurant, 6901 Olive
<br />Chairperson Glassman announced that a public hearing was scheduled to hear an application
<br />from
<br />the Sonic Corp., represented by Eric Morff of Farnsworth & Polk, 144 West Lockwood
<br />The applicant requests a Conditional Use Permit in order to allow a
<br />Ave., St. Louis, MO 63119.
<br />drive-in / drive-through restaurant at 6901 Olive.
<br />Mr. Hill gave the staff recommendation that the application be approved per the July 13, 2000
<br />Staff Memo with the exception that proposed condition #9. He stated that he had inspected the
<br />existing Sonic’s Restaurant on Manchester and did not feel that the speakers for ordering would
<br />be a problem because the volume on them was so low. The speakers could be adjusted to insure
<br />that they could not be heard beyond the property lines.
<br />Mr. Morff gave an overview of the proposal. He asked that the application be approved. Mr.
<br />Morff handed out a memo in response to the Staff Memo which is incorporated into the file and
<br />becomes part of this record.
<br />Chairperson Glassman opened the public hearing and asked for testimony from the public. Elsie
<br />Glickert, 6712 Etzel, stated that there are too many fast-food restaurants in the area and no more
<br />are needed. Several have been abandoned. Susan Crowe, 6764 Chamberlain, stated that she is
<br />concerned with the litter that will be produced. Alice Benaka, 6766 Chamberlain, stated that she
<br />is concerned with loitering, extra traffic and cruising that the use will create. Alventa Smith,
<br />6975 Olive, stated that she runs a business in the area and that she is concerned with trash,
<br />increased traffic and a general disruption of the neighborhood. Karlos Bledsoe, 1081 Colby,
<br />stated that he is concerned with the viability of the business because many seem to go bankrupt.
<br />Richard Docket, 6844 Crest, stated that he is opposed to the business coming into that
<br />neighborhood because of increase in crime, trash, loitering, more light and loud music from cars.
<br />Angela Dixon, 1062 Purcel, stated that she is concerned with people cutting through to Bartmer,
<br />wants extraordinary landscaping and does not want two-way traffic on the lot. Lynn Eddington,
<br />6850 Bartmer, stated that she is concerned about loud music, trash in the area and disruption to
<br />the neighborhood. Rosalyn Dixon, 6823 Bartmer, stated that she is adamnatly opposed to the
<br />proposal, that there is already too much trash in the subdivision and she is concerned about
<br />loitering. Mr. Weidapoe, 6771 Olive, stated that he is concerned with trash in the area. Kathy
<br />Straatman, 6823 Crest, stated that she is totally opposed to the proposal and that conditions are
<br />not enforceable. Lillian Crulett, 6908 Bartmer, stated that she is opposed to the proposal because
<br />of noise, trash, extra traffic, extra lighting. She would want a sound-proof wall. She stated that
<br />she visited the Sonics on Manchester and found it to be disruptive and that the managers did not
<br />have control over the patrons. Deborah Jones, 6720 Bartmer, stated that the Sonics is not
<br />necessary because there is a Jack In the Box across the street. Paul Jordon, 1067 Purcell, stated
<br />that anybody who needs to eat at a Sonics can go across the street to Schnucks. Therefore it will
<br />only benefit people outside of the neighborhood. Wanda Gordon, 1067 Purcell, stated that she is
