Landscaping shall be installed prior to issuance <br />of the commercial occupancy permit and shall be maintained in accordance with the <br />approved plan. <br />6.Rooftop mechanical equipment shall be screened from view. The electric service and the <br />gas and electric meters shall be located only on the northern rear side of the building. <br />7.The hours of operation for the dining area and lobby shall be limited to the hours between <br />6:00 a.m. to 11:00 p.m. Sunday through Thursday and the hours between 6:00 a.m. and <br />12:00 a.m. Friday and Saturday. The drive-through operation shall be permitted to <br />remain open for 24 hours per day. <br />8.Volume of the drive-through service speaker shall not be perceptible beyond the property <br />lines. <br />9.Grading shall be reviewed and approved by the University City Public Works Department <br />prior to approval of the building permit. <br />10.The developer shall install a public sidewalk along the front of the property abutting <br />Olive. The design of the sidewalk shall be reviewed and approved by the University City <br />Public Works Department prior to approval of the building permit. <br />11.Site coverage shall be increased to 75.3%. <br />12.An 8' high decorative wall shall be erected across the rear property line. Said wall shall <br />connect up with existing fences on either side to discourage pedestrians from cutting <br />through the property. Design of said wall shall be approved by the Zoning Administrator. <br />13.Approval of the ingress and egress shall be contingent upon the approval of the State <br />Highway Department. <br />14.The applicant shall provide a police sub-station on the property. <br />15.Lighting of the premises shall be shielded to prevent glare on adjoining properties and <br />streets. <br />16.Trash cans shall be provided around the perimeter of and at the exits to the property. <br />17.Trash pick-up shall be limited to the hours between 8:00 a.m. and 8:00 p.m. <br />The motion was seconded by Mr. Smith and passed by a vote of 6 to 0, with all members voting <br />“aye.” <br />Public Hearing: Conditional Use Permit Amendment #359, Restaurant on ground floor <br />facing Delmar in “CC” - Core Commercial District, 6630 Delmar <br />Chairperson Glassman announced that a public hearing was scheduled to hear an application <br />from <br />the Panera Bread, Co., represented by Nick Paruch, 7930 Big Bend, Webster Groves, MO <br />The applicant requests a Conditional Use Permit in order to allow a restaurant on the <br />63119. <br />ground floor of a building facing Delmar in the “CC” - Core Commercial district at 6630 Delmar. <br />The Chairperson noted the Commission's procedures and criteria for reviewing conditional use <br />permits and amendments to them.
