March 28, 2001 Plan Commission Minutes Page 4 of 6 <br />1.Parking shall be on-premises (not in the street) for visitors to the campus ministry, church <br />employees and the on-premises residents. Staff and occupants shall inform those attending <br />the facility about these parking requirements and shall ask the visitors to move vehicles onto <br />the premises. Personal guests of the on-premises residents shall be permitted to park <br />according to the same rules as any other visitors to the surrounding residences. <br />2.If it becomes apparent that more parking is required than can be accommodated by the <br />existing parking areas, a reasonable parking plan shall be submitted and approved by the <br />Zoning Administrator. Parking shall be installed and maintained in accordance with the <br />approved plan. <br />The motion was seconded by Mr. Credit and passed by a vote of 5 to 0 with all members voting <br />“aye.” <br />Public Hearing: Conditional Use Permit Amendment #295(D), Expansion of Nursing Home, 2 <br />McKnight Place and the rear (north) 50' of 8655 W. Kingsbury <br />Hearing: Resubdivision - Preliminary Plat, The rear 50' of 8655 W. Kingsbury and 2 McKnight <br />Place <br />Hearing: Rezoning (Map Amendment) The rear (north) 50' of 8655 W. Kingsbury (SR to HRO) <br />Chairperson Glassman announced that a public hearing was scheduled to hear an application from <br />The Deutsch Family Investments, LLC, c/o Charles Deutsch, 1 McKnight Place, University City, MO <br />63124. The applicant requests a Conditional Use Permit Amendment in order to expand the <br />previously approved nursing home facility at 2 McKnight Place and the rear (north) 50' of 8655 W. <br />Kingsbury. The applicant further requested a resubdivision preliminary plat approval of the above <br />stated property and a rezoning of the rear 50' of the 8655 W. Kingsbury. <br />The Chairperson noted the Commission's procedures and criteria for reviewing conditional use <br />permits and amendments to them. The Chairperson specifically stated that the Plan Commission <br />must consider whether the use: a) Complies with all applicable provisions of the University City <br />Zoning Code; b) At the specific location will contribute to and promote the community welfare or <br />convenience; c) Will not cause substantial injury to the value of neighboring property; d) Is <br />consistent with the Comprehensive Plan, neighborhood development plan (if applicable), and any <br />other official planning and development policies of the City; and e) Will provide off-street parking <br />and loading areas in accordance with the standards contained in Article 7 of the University City <br />Zoning Code.
