May 23, 2001 Plan Commission Minutes Page 4 of 5 <br />4.Drainage and grading arrangements shall be approved by MSD and the City Public Works <br />Department. <br />5.A detailed construction traffic control and parking plan shall be submitted to the Director of <br />Planning and Development and Director of Public Works for approval. Said plan shall set <br />forth details pertaining to worker and resident parking during all phases of the proposed <br />construction. It shall further detail solutions to public property maintenance issues such as <br />street cleaning and traffic diversion. No construction workers shall park on the public streets <br />during the construction period. Said plan shall be approved prior to the issuance of a building <br />permit. <br />6.The height and mass shall be restricted to that shown on the final approved conditional use <br />application plans. <br />7.Lighting of all exterior areas, including all parking areas, shall comply with the requirements <br />of Section 34-93.7 of the Zoning Code, and shall be designed to be compatible with <br />surrounding areas, shall be shaded to direct light downward and away from abutting uses. <br />8.The decorative wall on the northwest corner of the building shall be set back at least 15 feet <br />from the north property line along Delmar <br />9.The sum of the area of horizontal surfaces of the building, measured from the exterior faces of <br />exterior walls, less the floor area devoted to elevators, stairwells, mechanical rooms, <br />restrooms, and areas devoted to off-street parking or loading shall not exceed 5000 square <br />feet. <br />The motion was seconded by Mr. Irons and passed by a vote of 4 to 0 with all members voting “aye.” <br />st <br />Hearing: Rezoning / Map Amendment, SR to LR, 1100 81 Street <br />Chairperson Glassman announced that a hearing was scheduled to hear a rezoning / map amendment <br />application from James Properties, Inc. represented by Larry Wurm, 59 Topton Way, Suite 1N, <br />Clayton, MO 63105. The applicant wishes to rezone the property from “SR” - Single Family <br />Residential District to “LR” - Limited Residential District in order to create a 9 lot, 2-Family <br />Dwelling development. <br />Ms. Glassman noted the Commission's procedures and criteria for rezoning / map amendment <br />applications. <br />Mr. Wurm gave an overview of the proposal.
