No other members of the public <br />wished to speak and the hearing was closed. <br />Ms. Arbogast moved that the Plan Commission recommend that the application for resubdivision be <br />approved for 7188 Kingbury. The motion was seconded by Mr. Credit and passed by a vote of 4 to 0, <br />with one abstention. Ms. Glassman, Ms. Arbogast, Mr. Irons and Mr. Credit voted “aye” and Mr. <br />Self abstained. <br />Public Hearing: Conditional Use Permit, Vehicle Service Facility, 6800 Olive <br />Chairperson Glassman announced that a public hearing was scheduled to hear an application from <br />Mubeen Investment Group, Inc., 7498 Delmar, University City, MO 63130 by Mubeen Mahmood. <br />The applicant requests a Conditional Use Permit in order to operate a vehicle service facility at 6800 <br />Olive. <br />The Chairperson noted the Commission's procedures and criteria for reviewing conditional use <br />permits and amendments to them. The Chairperson specifically stated that the Plan Commission <br />must consider whether the use: a) Complies with all applicable provisions of the University City <br />Zoning Code; b) At the specific location will contribute to and promote the community welfare or <br />convenience; c) Will not cause substantial injury to the value of neighboring property; d) Is <br />consistent with the Comprehensive Plan, neighborhood development plan (if applicable), and any <br />other official planning and development policies of the City; and e) Will provide off-street parking <br />and loading areas in accordance with the standards contained in Article 7 of the University City <br />Zoning Code. <br />Mr. Mahmood gave an overview of the proposal and asked that the application be approved. <br />Mr. Hill gave the staff recommendation that the application be approved per the November 21, 2001 <br />Staff Memo. <br />The Chairperson asked for comments from the members of the Public. Richard Dockett, 6844 Crest <br />stated that he was concerned with public safety issues. James Jordan, 6809 Vernon stated that he <br />lives directly behind the building and that he was concerned that the customers needed to be <br />restrained from disturbing the neighborhood. James Crowe, 6764 Chamberlain stated that the <br />applicant hasJoan Botnowick, 511 Westview Drive, stated that she did not want a package liquor <br />store to go in there. Mr. Munkel stated that the council would be extremely reluctant to approve a <br />liquor license for that area. Mr. Hill stated that package liquor stores are not a permitted nor a <br />conditional use in that zoning district. Fred Neiderman, 8063 Teasdale suggested that they make the <br />egress along Old Bonhomme be right turn only.
