April 23, 2003 Plan Commission Minutes Page 4 of 6 <br />areas, shall be shaded to direct light downward and away from abutting uses with particular <br />attention to the screening of light away from the residential uses to the south. <br />10.Mechanical and electrical equipment shall screened per Section 34-60.3 of the University City <br />Zoning Code. Dumpster containers shall be screened per Section 34-60.4 of the University City <br />Zoning Code. <br />11.An eight foot high sight-proof fence or wall shall be established along the east property line <br />adjacent to residentially zoned property per Section 34-60.2(1) of the Zoning Code. <br />12.Drainage and grading arrangements shall be approved by MSD and the City Public Works <br />Department. <br />13.A detailed construction traffic control and parking plan shall be submitted to the Director of <br />Planning and Development and Director of Public Works for approval. Said plan shall set forth <br />details pertaining to worker and resident parking during all phases of the proposed construction. <br />It shall further detail solutions to public property maintenance issues such as street cleaning and <br />traffic diversion. No construction workers shall park on the public streets during the <br />construction period. Said plan shall be approved prior to the issuance of a building permit. <br />14.The driveway locations and configurations should be updated per County Department of <br />Highways and Traffic and City Public Works Department. <br />The motion was seconded by Mr. Smith and passed by a vote of 4 to 0 with all members voting “aye.” <br />Public Hearing: Conditional Use Permit, Building Addition, 6200 Maple <br />Chairperson Arbogast announced that the public hearing was scheduled to hear an application from <br />Winco Development Company, LLC, 6200 Maple Avenue, University City, MO 63130. The applicant <br />requests that they be permitted to build an addition to the facility at 6200 Maple. <br />The Chairperson noted the Commission's procedures and criteria for reviewing conditional use permits <br />and amendments to them. The Chairperson specifically stated that the Plan Commission must consider <br />whether the use: a) Complies with all applicable provisions of the University City Zoning Code; b) At <br />the specific location will contribute to and promote the community welfare or convenience; c) Will not <br />cause substantial injury to the value of neighboring property; d) Is consistent with the Comprehensive <br />Plan, neighborhood development plan (if applicable), and any other official planning and development <br />policies of the City; and e) Will provide off-street parking and loading areas in accordance with the <br />standards contained in Article 7 of the University City Zoning Code. <br />David Davis, 518 S.Hanley, Clayton, MO 63105, appeared on behalf of the applicant.
