February 23, 2005 Plan Commission Minutes Page 2 of 5 <br />Public Hearing: Conditional Use Permit and Map Amendment, Mixed Use Development, 8041 <br />and 8081 Olive and 1214 Hafner <br />The Vice Chairperson announced that a public hearing was scheduled to hear an application from <br />George and Max Tsai, 176 Cedar Bridge Ct., Creve Coeur, MO 63141. The applicants request that <br />the premises at 8041 Olive, 8081 Olive and 1214 Hafner be used as mixed use development with <br />increased site coverage and a decrease in parking requirements. The applicants further request to <br />amend the Offical Zoning Map as follows: amend the properties located at 8041 Olive and 8081 Olive <br />from “GC” - General Commercial District to “PD-M” - Planned Development - Mixed Use District; <br />and amend the property located at 1214 Hafner from “SR” - Single Family Residential District to “PD- <br />M” - Planned Development - Mixed Use District. <br />The Vice Chairperson noted the Commission's procedures and criteria for reviewing map amendments <br />and conditional use permits and amendments to them. The Vice Chairperson specifically stated that the <br />Plan Commission must consider whether the use: a) Complies with all applicable provisions of the <br />University City Zoning Code; b) At the specific location will contribute to and promote the community <br />welfare or convenience; c) Will not cause substantial injury to the value of neighboring property; d) Is <br />consistent with the Comprehensive Plan, neighborhood development plan (if applicable), and any other <br />official planning and development policies of the City; and e) Will provide off-street parking and <br />loading areas in accordance with the standards contained in Article 7 of the University City Zoning <br />Code. The public hearing at the Plan Commission level is for the conditional use permit, whereas the <br />public hearing for the map amendment will be at the City Council level. <br />The applicants were represented by Architect, Hwai Yang, 450 Weidman Rd., Ballwin, MO 63011. <br />Mr. Yang gave an overview of the proposal and asked that it be approved. Mr. George Tsai stated that <br />they would be willing to put up a fence between their property and the bank property to the east in <br />order to discourage patrons of their development from parking over there. <br />Mr. Hill gave the staff recommendation that the application be approved per the Staff Report. Mr. Hill <br />suggested that the following conditions be added to the resolution approving the preliminary <br />development plan: 10. A decorative fence or wall shall be established along the east property line, <br />subject to the approval of the City, in order to discourage patrons of the development from parking at <br />the property to the east. 11. If the egress onto Hafner is to remain in the final development plans, a <br />traffic study shall be performed to demonstrate that the increased traffic from the development will not <br />be detrimental to the existing traffic circulation in the area. Otherwise, the Hafner entrance shall not be <br />permitted. <br />Mr. Yang stated that the applicants agree to those added conditions. <br />The Vice Chairperson asked for comments from the members of the public. Reggie McNiry, 1284 <br />Hafner state that he was concerned about traffic on Hafner. Jim Cline, 1276 Hafner Place, asked what <br />the plans were for the building at 8081 Olive. Mr. Yang stated that at this point it is possible that a <br />wireless shop would go in there.
