June 16, 2005 Plan Commission Public Hearing Minutes Page 2 of 3 <br /> <br />The Chairperson asked for comments from the members of the Public. Joe Edwards, 6504 Delmar <br />Boulevard stated that he was representing the Loop Special Business District. The District discussed <br />the plan at their most recent meeting and is in support of the document. Mr. Edwards indicated that <br />the District had three concerns that may or may not be appropriate to include in the Comprehensive <br />Plan. First, the District does not support the idea of additional or replacement city monuments at city <br />borders in the Loop area. The monuments take up valuable sidewalk space and give the appearance <br />of dividing the Loop between University City and St. Louis. Secondly, while the District supports <br />banners in “up and coming” business areas, it does not encourage them in established areas such as <br />the Loop. Loop business owners seek to draw the pedestrian vision lower to store fronts, rather than <br />higher to banners. Lastly, the District would like the surface parking lot at 6621-91 Delmar <br />Boulevard to remain a free-serving parking lot. The District would like a moratorium on development <br />of that lot. <br /> <br />Mark Carter-Piff, 7328 Melrose Avenue stated he represented the Musick Neighborhood Association. <br />He especially supported strategies of the plan that seek to improve neighborhood associations and <br />block units. This is a very important issue. Mr. Carter-Piff would also like additional communication <br />between the planning department and residents. <br /> <br />Nancy Sachar, 8044 Lafon Place stated that she would like the Comprehensive Plan to include more <br />policies regarding community housing for the elderly. Specifically, Ms. Sachar would like University <br />City to encourage a co-housing concept for elderly that includes a common pool, exercise area, <br />kitchen and other amenities and that had a nurse or doctor in the community at all times. <br /> <br />Joan Botwinik, 511 Westview Avenue indicated that communication about the plan may have been <br />lacking. Ms. Botwinik stated that she would like to ensure that the needs of the “low income” are met <br />in the plan. She suggested that the City provide at least $10,000 in additional Community <br />Development Block Grant funds for forgivable home repair loans. She also suggested that a <br />marketing program be implemented to encourage more African Americans to locate in the First Ward <br />and more Whites to locate in the Third Ward. Ms. Botwinik would like to encourage more affordable <br />housing units to be located throughout the City. She is not in favor of the City supporting so many <br />liquor licenses. <br /> <br />Tom Hilliard, 7315 Carleton supports the international development trend along Olive Boulevard. He <br />would like to improve the development and appearance of Olive Boulevard especially near Heman <br />Park. Mr. Hilliard recommended that the City consider forgiving taxes for the property located at <br />Midland and Olive Boulevard. <br /> <br />Loretta Bryant, 7863 Milan spoke on an unrelated matter. <br /> <br />Mike Miller, 1331 Purdue stated that he had some “housekeeping issues” regarding the Plan. Mr. <br />Miller is concerned with the plan implementation and would like additional communication between <br />the City and residents regarding the status of the plan. <br /> <br /> <br />PH-1.doc <br /> <br />
