October 19, 2005 Plan Commission Minutes Page 3 of 16 <br />impacts, with the intent of protecting the general safety, welfare, and quality of life of the <br />City; <br /> <br /> c. Encourage the leasing of municipally owned properties, where feasible or desirable, if <br />an additional location is sought for the development of a wireless communications facility; <br /> <br /> d. Allow wireless communications facilities to be located according to demonstrated need; <br />encourage the use of existing facilities, including co-location by multiple companies; <br />encourage the placement of antennas if needed on existing structures; and encourage the use <br />of smaller, less obtrusive facilities such as repeaters and microcell facilities where they are <br />feasible alternatives to base station facilities; <br /> <br /> e. Locate wireless communications facilities within non-residential zoning districts, <br />according to a preferential ordering within zoning districts, with an intent of minimizing the <br />impacts of such facilities upon neighboring land uses, except as otherwise provided in this <br />Section; <br /> <br /> f. Require all wireless communications facilities to be consistent with all applicable City of <br />University City Municipal Code provisions, applicable regulations and standards of other <br />governmental agencies, and any applicable discretionary permits affecting the subject property <br />except to the extent the City Council shall modify such requirements. <br /> <br /> <br /> <br /> 1. Requirements for Conditional Use Permits. <br /> <br /> a. Applications for conditional use permits. These shall be filed and processed in <br />accordance with Article 11. The following items are required to be submitted with any <br />proposal to install, build or modify a telecommunications facility requiring a conditional use <br />permit. <br /> <br />(1) Identification of the proposed operator of the facility, if a different entity from the <br />applicant, and the identification of and contact information for the person to whom <br />communications from the City should be delivered; <br /> (2) Site plan for the facility, drawn to scale, showing all existing and proposed features, <br />in compliance with the checklist of submittal requirements as established by the Zoning <br />Administrator, in accordance with this Subsection; <br />(3) Plans and elevations, drawn to scale, for a building or roof-mounted antenna, <br />including plans and elevations of the existing building, and an <br />inexpensive 3-dimensional scaled model of the building and antenna; <br />(4) Floor plan, elevations and cross sections of any proposed shelter or other enclosure <br />for the support equipment of a wireless telecommunications facility, at a scale of no <br />smaller than 1/4" = 1' (1:48) with representation of all exterior materials; <br />K:\WPOFFICE\WPDATA\m-10-19-2005.plc.final.wpd <br /> <br />
