Lighting of all exterior areas, including the front parking area, shall comply with the <br />requirements of Section 34-93.7 of the Zoning Code, and shall be designed to be compatible <br />with surrounding areas by shading to direct light downward and away from abutting residential <br />uses. <br /> <br />4. A detailed construction traffic control and parking plan should be submitted to the Director of <br />Planning and Development and the Director of Public Works for approval. Said plan shall set <br />forth details pertaining to worker parking during all phases of the proposed construction. It <br />shall further detail solutions to public property maintenance issues such as street cleaning and <br />traffic diversion. Said plan shall be finalized prior to the issuance of a building permit. It shall <br />be the applicant's responsibility to obtain those approvals in written form in a timely manner <br />prior to issuance of the building permit. <br /> <br />5. The applicant shall install at their cost: street lighting, sidewalks and/or tree grates per the <br />specifications set forth by the Public Works Department in the Olive Street Enhancement <br />Program. The applicant shall submit a plan detailing that portion of the project which shall be <br />reviewed and approved by the Director of Public Works prior to issuance of a building permit <br />for the project. The applicant shall also obtain the required approval from any State and/or <br />County agencies (whichever is pertinent) which will be required to locate the Olive Street <br />Enhancement improvements in the portion of the right-of-way. It shall be the applicant's <br />responsibility to obtain those approvals in written form in a timely manner prior to issuance of <br />the building permit. <br /> <br />The motion was seconded by Ms. Borg and passed by a vote of 4 to 0 with all members voting "aye." <br /> <br />Hearing: Map Amendment GC to PD- R, 7384 Forsyth <br /> <br />The Vice Chairperson announced that a hearing was scheduled concerning an application from Jennifer <br />Roth of Village Green Residential Properties, 30833 Northwestern Highway, Suite 300, Farmington <br />Hills, MI 48344 for a map amendment of the property at 7384 Forsyth from "GC" - General <br />Commercial District to "PD-R" Planned Development - Residential District. <br /> <br />The Vice Chairperson noted the Commission's procedures and criteria for reviewing map amendments <br />for the "PD-R" District. The applicant gave an overview of the proposal and asked that it be approved. <br />Mr. Hill gave the staff recommendation that the application be approved per the Staff Report. The Vice <br />Chairperson asked for comments from the members of the Public. No members of the public wished to <br />speak. <br /> <br />Ms. Borg stated that she was opposed to the map amendment stating that she did not agree with the <br />lack of standards for the transit oriented development, that apartments are for transients, the public <br />square will not be used by the public and will attract the homeless and that the parking analysis is <br />flawed. Mr. Wagner stated that the Council is behind this project, that it will bring in a property tax <br />base and add to the population of University City.
