Ms. Roth replied <br />that the demographic they are targeting is for younger people in the corporate community and that <br />Village Green will maintain the area. There will be no disparity between the University City area and <br />the Clayton area. Mr. Marentette asked about the total cost of the project. Ms. Roth stated it is <br />approximately $60,000,000 and that the starting price on the condos would be $400,000 to $500,000. <br />Mr. Myers stated that the following provision should be added to the resolution in subsection 4 <br />concerning the transit oriented development parking standards, "If said standards are raised by the City <br />of Clayton, the same standards shall apply in the University City portion of the project." <br /> <br />Ms. Ricci moved that the official zoning map of University City be amended to show that the property <br />located at 7384 Forsyth (a.k.a. 7440 Forsyth) is now "PD-R" - Planned Development District from the <br />current "GC" - General Commercial District. The motion was seconded by Mr. Marentette and passed <br />by a vote of 3 to 1 with Ms. Ricci, Mr. Marentette and Mr. Myers voting "aye" and Ms. Borg voting <br />"nay." <br /> <br />Mr. Marentette moved that the Plan Commission recommend approval of the preliminary development <br />plan along with the following resolution: <br /> <br />RESOLUTION <br /> <br />WHEREAS, Section 34.40.14.2 of the University City Zoning Code requires that the <br />preliminary development plan be approved by the city council by adoption of a resolution approving said <br />preliminary development plan, with conditions as may be specified and authorizing the preparation of <br />the final development plan. Section 34.40.05 of the Zoning Code requires that the permitted land uses <br />and developments shall be established in the conditions of the ordinance adopted by the city council <br />governing the particular planned development-residential district. <br /> <br />NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF <br />UNIVERSITY CITY, MO AS FOLLOWS: <br /> <br />The City Council hereby authorizes the preparation of the final development plan for the <br />proposal for this map amendment and resolution, to be known as "Clayton City <br />Apartments." The specific use of "Dwellings, elevator apartment" is designated as the <br />permitted use. The proposed structure shall be developed with the following conditions: <br /> <br />1. The building and property shall be developed, constructed and maintained in compliance with the <br />plans submitted with the approved application. The height and mass shall be restricted to that <br />shown on the application plans. <br />2. The minimum site size is reduced per Section 34-40.6 to 0.53 acres. <br />3. The permitted density shall be 85 dwelling units per acre with a floor area ratio of 1.83. <br />4. Transit oriented parking standards shall be approved for this site specifically at one parking <br />space per dwelling unit.
