Reconfiguration of any entrances onto Delmar shall be accompanied by the written approval by <br />the proper state and/or county agencies. If there is a substantial change in site design caused by <br />those approvals, the applicant shall resubmit the changes to department of planning development, <br />the plan commission and/or the city council (depending upon the effect of the changes required). <br />It shall be the applicant's responsibility to submit the required approvals in a timely manner before <br />approval of the building permit. <br /> <br />11. Tree removal and replacement shall comply with the regulations of Section 12-08 of the Tree and <br />Shrub Ordinance of the Municipal Code and shall be approved in writing by the City Forester. It <br />shall be the applicant's responsibility to submit the required approvals in a timely manner before <br />approval of the building permit. <br /> <br />12. A detailed landscaping plan shall be submitted to the Director of Planning for a coordinated <br />review with the City Forester and for the Director of Planning's approval. The plan shall exceed <br />the requirements of Section 34-60.2 of the University City Zoning Code and shall at least comply <br />with the provisions set forth with this application. The applicant shall demonstrate to the City <br />Forester and Director of Planning in said plan, prior to any excavation, that existing trees on <br />adjacent properties will not be damaged or destroyed by the construction of the retaining walls. If <br />any trees on adjacent properties are damaged or destroyed by the construction, the applicant shall <br />reimburse the owners of the properties effected for the fair market value of said trees. It shall be <br />the responsibility of the applicant to maintain all landscaping (including but not limited to the <br />landscaping on the proposed public rights-of-way). Timing of the installation of said landscaping <br />shall be at the earliest date possible. No occupancy permits shall be approved for the project until <br />landscaping has been installed and finalized (unless weather is not permitting and then only with <br />the approval and consultation of the City Forester). Landscaping shall be installed and maintained <br />in accordance with the approved plan. It shall be the applicant's responsibility to submit the <br />required approvals in a timely manner before approval of the building permit. <br /> <br />13. Exhaust control for common kitchen, laundry and other facilities shall be installed and maintained <br />to prevent smoke and odors from being perceptible beyond the property lines of the development. <br /> <br />14. A detailed utility installation plan shall be submitted in conjunction with the Improvement Plans to <br />be approved by the Public Works Department and shall be made part of the Final Subdivision Plat. <br />Installation of all new utilities shall be in compliance with section 16.16.080 of the subdivision <br />regulations. All new electric, lighting, telephone, and cable television distribution lines shall be <br />installed underground. Location of any new switching enclosures, pad mounted transformers, <br />splice boxes, service pedestals or similar appurtenances required for underground utility and cable <br />systems shall be located only in the side or rear yards in compliance Section 34-55.1. <br /> <br />15. A detailed construction traffic control and parking plan should be submitted to the Director of <br />Planning for approval. Said plan shall set forth details pertaining to worker and resident parking <br />during all phases of the proposed construction.
