April 25, 2007 Plan Commission Minutes Page 2 of 3 <br />Hearing: Resubdivision, 519 Westview and 527 Westview <br />The Chairperson announced that a hearing was scheduled concerning an application from Glenn Henke, <br />8116 Teasdale Avenue, University City, MO 63130 for final plat approval creating three lots from two <br />lots 519 Westview and 527 Westview. <br />The Chairperson noted the Commission's procedures and criteria for reviewing subdivision plats. The <br />applicant gave an overview of the proposal and asked that it be approved. Mr. Hill gave the staff <br />recommendation that the application be approved per the Staff Report. Ms. Borg noted that this <br />application went before the Infill Review Board for the design. Mr. Miller stated that the since the <br />homes were being built one at a time, the city would be losing out on property taxes during the interim <br />period. <br />The Chairperson asked for comments from the members of the public. Joan Botwinick, 511 Westview <br />stated that she was opposed to the application because of the design of the house and that it is fitting <br />three houses where there were two houses. Ethel Sherman, 8126 Teasdale stated that she is concerned <br />about the appearance of the house. No other members of the public wished to speak. <br />Mr. Kreishman moved that the Plan Commission recommend approval of the final plat. The motion <br />was seconded by Mr. Marentette and passed by a vote of 6 to 0 with all members voting “aye.” <br />1 McKnight Place (Gatesworth), 3 McKnight Place <br />Hearing: Preliminary Plat Approval, <br />(McKnight Place Extended Care), 8635, 8639, 8645, 8651, 8655, 8660, 8661, 8665, 8666, <br />8671 8672, 8678 Barby Lane, and 8655, 8660 8664, 8665, 8668, 8669, 8673 West Kingsbury <br />The Chairperson announced that a hearing was scheduled to hear an application from McKnight Place <br />Partnership II and McKnight Place Assisted Living, 1 McKnight Place, 63124. The applicant requests <br />that a preliminary subdivision plat be approved for a project to expand the existing apartments for the <br />elderly and nursing home facilities at 1 and 3 McKnight Place. This application is a revision of the <br />previously submitted preliminary plat reviewed at the December 27, 2007 meeting. <br />The Chairperson noted the Commission’s procedures and criteria for reviewing preliminary plats. <br />Gerry Greiman, 1 N. Brentwood, Ste. 1000 63105, represented the applicant and asked that application <br />be approved. This version of the preliminary plat has a revised cul-de-sac size at the east end of West <br />Kingsbury. It has been increased from the previously proposed 31’ radius to a 34’ radius. The whole <br />cul-de-sac has been moved 5’ more to the east (away from the homes and toward the Gatesworth) and <br />the area between the western edge of the cul-de-sac to the property located at 8677 West Kingsbury has <br />been increased with a planting area from 5’ in width to 10’ in width. Mr. Hill gave the staff <br />recommendation that the application be approved per the Staff Report. The Chairperson asked for <br />comments from the members of the public.
