May 28, 2008 Plan Commission Minutes Page 4 of 5 <br />expand from existing services (to 12 boys and 12 girls) to include the addition of 8 <br />pregnant/parenting teens and their infant children (in existing facilities, no new construction will <br />be involved). <br />The Chairperson noted the Commission’s procedures and criteria for reviewing conditional use <br />permits and amendments to them. The Chairperson specifically stated that the Plan Commission <br />must consider whether the use: a) Complies with all applicable provisions of the University City <br />Zoning Code; b) At the specific location will contribute to and promote the community welfare <br />or convenience; c) Will not cause substantial injury to the value of neighboring property; d) Is <br />consistent with the Comprehensive Plan, neighborhood development plan (if applicable), and any <br />other official planning and development policies of the City; and e) Will provide off-street parking <br />and loading areas in accordance with the standards contained in Article 7 of the University City <br />Zoning Code. <br />Ms. Slater, representing Good Shepherd, gave an overview of the proposal and asked that it be <br />approved. Mr. John Basilico, Volunteer Organizer, also gave an overview of proposed <br />operations. <br />Mr. Walker asked if this would be the end to the expansion. Ms. Slater stated that they do not <br />anticipate any increases. Mr. Walker pointed out that since there will be eight pregnant or <br />parenting teens, there is the possibility that each one of them will have an infant child in the <br />maternity program and that they could hypothetically each have an existing child; the program <br />could hypothetically be doubled from 24 to 48 residents. Ms. Slater replied that even though that <br />is a hypothetical possibility it is very unlikely. <br />The Chairperson asked for comments from the members of the public. Beverly Johnson, 7100 <br />Willow Tree; Herman Russel, 7106 Willow Tree; Rebecca Wells, 7052 Dover Ct.; Kim Radford, <br />7036 Dover; and Tamaria Russel, 7106 Willow Tree voiced concerns about the proposed <br />expansion of services. A list of issues discussed includes: the number of people being cared for, <br />parking concerns, having pregnant/parenting teens in the same facility with boys, staff control, the <br />changing of the area to institutional uses, police disturbances from the facility, traffic concerns, <br />noise concerns, effect on property values, whether children will be in the school district, security <br />issues, the use of the park by clients and various other topics. No other members of the public <br />wished to speak and the public hearing was closed. <br />Mr. Walker stated that the matter should be referred back to Staff until the June meeting. In the <br />mean time, Good Shepherd should hold community tours of the facility and a meeting between <br />the community and Good Shepherd should take place at their facility in order to facilitate <br />discussion in issues raised at the Plan Commission meeting. <br />The Plan Commission agreed and the agenda item was referred back to Staff until the June <br />meeting. <br />Q:\WPOFFICE\WPDATA\m-2008-05-28.plc.final.wpd <br /> <br />
