Public Works has also attempted to preserve as much on-street parking in the area for
students, staff, visitors and buses, since parking spaces are very limited.

The Police Department suggested that the School should provide more parking spaces and
that incentives should be provided for students and school staff that park far from the school
building. Mr. Gonzalez-Rubio stated that the School is waiting for the Historic Commission to
approve 24 additional parking spaces in the school area.

Staff Recommendation:

It is the recommendation of the Public Works Department that the request for a drop off/pick
up zone be approved for the south side of Balson, from the south west corner of Balson and
Jackson, for a distance of 150 feet to the west, for 15 minutes from 7am to 4pm on School
Days only.

2. Request from St. Louis County to Restrict Traffic from Westgate Ave onto Olive
Blvd.

Garry Earls, Director of Highways and Traffic of St. Louis County sent a letter to the City
stating that the County intends to remove the stops signs on Olive at the intersection of Olive
Blvd and Westgate/Sutter Ave. The County has indicated that removing the stop signs will
enhance traffic flow on Olive Boulevard. The County projects an increase in traffic along Olive
Boulevard due to the closing of I-64/40 during reconstruction.

Olive Blvd is currently under the maintenance jurisdiction of the County, between Ferguson
Ave and the city limit of Saint Louis (Skinker Blvd). Westgate Avenue is under the jurisdiction
of University City.

The County is providing the City with two options:

1) Designate Westgate Ave from Olive Blvd to North Drive as a one-way street
southbound; or,

2) If the City does not designate Westgate as a one-way street, the County will block
northbound access to Olive from Westgate by constructing a curbed area across the east
side of the northbound approach at the intersection.

The County is willing to retain the crosswalk at the intersection.

Either of the proposed changes will result in restricting northbound access onto Olive. Traffic
will only be able to access northbound Olive (east of Kingsland to city limits) by traveling on
Kingsland or Sutter. There will be an adjustment period before motorists become familiar with
any restrictions/prohibitions of northbound Westgate to Olive.

In December 12, 2007, members of the Traffic Commission concluded that to designate
Westgate as a one-way street southbound from Olive to North Drive is the less restrictive
measure for the changes.
The third week of December St.Louis County implemented the changes making Westgate Ave.
One Way Street south bound from Olive to North Drive, and the stop light at the intersection of

Agenda Traffic Commission Meeting January 9, 2008 Page
2
