2. Request from St. Louis County to Restrict Traffic from Westgate Ave onto Olive Blvd – This <br />agenda item is for informational purposes only <br /> <br />Garry Earls, Director of Highways and Traffic for St. Louis County informed the City that the County <br />intends to remove the stops signs on Olive at the intersection of Olive Blvd and Westgate/Sutter Ave. <br />The County has indicated that removing the stop signs will enhance traffic flow on Olive Boulevard. <br />The County projects an increase in traffic along Olive Boulevard due to the closing of I-64/40 during <br />reconstruction. <br /> <br />Olive Blvd, between Ferguson Ave and the city limit of Saint Louis (Skinker Blvd) is under the <br />maintenance jurisdiction of St. Louis County. Westgate Avenue is under the jurisdiction of University <br />City. <br /> <br />The County is providing the City with two options: <br /> <br />1) Designate Westgate Ave from Olive Blvd to North Drive as a one-way street southbound; or, <br /> <br />2) If the City does not designate Westgate as a one-way street, the County will block northbound <br />access to Olive from Westgate by constructing a curbed area across the east side of the <br />northbound approach at the intersection. <br /> <br />The County is willing to retain the crosswalk at the intersection. <br /> <br />Both of the proposed changes will result in restricting northbound access onto Olive. Traffic will only be <br />able to access northbound Olive (east of Kingsland to city limits) by traveling on Kingsland or Sutter. <br />There will be an adjustment period before motorists become familiar with any restrictions/prohibitions of <br />northbound Westgate to Olive. <br /> <br />On December 12, 2007, members of the Traffic Commission concluded that designating Westgate as a <br />one-way street southbound from Olive to North Drive is the least restrictive measure of the proposed <br />changes. <br /> <br />During the third week of December St.Louis County made Westgate Ave. a one-way street south <br />bound from Olive to North Drive, and the stop light at the intersection of Olive and Sutter/Westgate was <br />removed. The stop sign for southbound Sutter at Olive remains in place. Temporary barricades were <br />installed to prevent traffic from traveling northbound on Westgate. The City temporarily installed a <br />changeable message board for southbound Sutter indicating “Olive traffic does not stop”. <br /> <br />This item was again discussed during the January, 2007 meeting (minutes attached) Residents of the <br />neighborhood participated in the discussion. <br /> <br />For your information, please find attached a letter dated January 30, 2008, from University City <br />Manager, Julie Feier to Garry Earls, Director of Highway and Traffic of St.Louis County, requesting that <br />the above referenced intersection be reverted to its original state. <br /> <br />No further action is required on this item. <br /> <br />3. Parking Restrictions in front of 7359 Lindell Blvd. <br /> <br />Catherine Button business owner of “Ms. M’s” at 7359 Lindell Blvd submitted a traffic request dated <br />December 7, 2007.
