Removal of parking restrictions is not recommended since they are required for visibility
purposes due to the geometry of the street.

3. Request to provide safe parking in front of 7916 Delmar Blvd.

Please find attached a traffic request submitted by Colleen Potratz on March 23, 2009, resident
at 7916 Delmar Blvd requesting to provide safe parking in front of her home. She is requesting
the following:

1) Give special permission/exception to lay paving bricks on the tree lawn to be able to park
on the tree lawn in front of my home.
2) Have an “S-rolled” curb which allows a car to pull in further.
3) Confirm that the parking lane is wide enough for a car to park.

Delmar Blvd. is a road under St. Louis County’s jurisdiction and traffic requests are forwarded to
them for their consideration. However, because of the nature of this request, the commissioners
may decide on forwarding this to the County or not. Public Works has no record of cars being
allowed to park on the tree lawn.

4. Request to remove parking restriction on south side of Forsyth Blvd from Big Bend
Blvd to Asbury Ave.

Please find attached a traffic request submitted on March 24, 2009 by Rod Harkey, resident at
7207 Northmoor Dr. He is requesting that upon the reopening of Highway 40 (December 31,
2009), the existing parking restriction on the south side of Forsyth Blvd. from the 7000 block to
the 7300 block be removed. The restriction is Monday through Friday from 7AM to 9AM and
3PM to 6PM (rush hours).

Mr. Harkey states that the second lane of eastbound traffic that this restriction is supposed to
create during rush hours does not exist. The lanes are too narrow and cars are parked illegally
or trash cans are in the lane, which further prevents drivers using a second lane.

rd
This item was revised by the City Council on March 23 while discussing the implementation of
the residential parking permit system on the north side of Forsyth.

Council recommendations as follows:


For the Residential Parking Permit System on the north side of Forsyth to be approved
with caveats. It should be implemented after highway 40 reopens in December 31, 2009
and the City Attorney should review the legality of the petition since the Municipal Code
states that the petition should be signed by at least seventy-five (75%) percent of the
property owners adjacent to the block of the public street involved.

For the Traffic Commission to review the removal of the parking restriction on the south
side of Forsyth once the new I-64 is completed
Traffic Commission Agenda – April 4, 2009, Page 2
