2. For the lanes that turn left and right onto Big Bend to be delineated with their respective
arrow.
3. For the third lane on south bound Big Bend that turns left onto Forest Park Pwy begin south
of the Big Bend/Pershing intersection.
4. For the pavement in Forest Park Parkway to be marked delineating the east and westbound
lanes turning northbound onto Big Bend with broken white lines.

Mrs. Bondareff asked if there have been any accidents at the Big Bend/Forest Park Intersection and
Sgt. King responded that there are accidents in all major intersections, but that specific intersection
has gotten a lot better since the County readjusted the timing of the traffic lights. He reported that
not many accidents had been reported at the Big Bend/Pershing intersection. He recognized that it
is very difficult to turn left from Pershing onto Big Bend southbound. He explained that if a car
traveling east on Pershing starts turning left or right and got hit by a car driving on Big Bend; it
would be the Pershing driver's fault since Big Bend drivers have the right of way. This is an
intersection controlled by a stop sign on Pershing at Big Bend.

Commissioner Hyman asked Sgt. King his opinion for suggestion #1, and Sgt. King responded that
it would be the most difficult traffic law to enforce. He added that one of the problems is that it is a
"1" intersection with a major county roadway and a small side street that leads to a private parking
lot.

Commissioner Patterson expressed that the new Williams Pharmacy entrance/exit may mitigate the
concern.

Mr. Poelker requested more information about "Blocking an intersection" traffic law.

Commissioner Hyman commented that he finds it really difficult for this request to go through to
St. Louis County since their main focus right now is the closure of 1-64/40 and to prevent traffic
problems affecting any other road on the secondary road network.

Big Bend Blvd and Forest Park Pwy are under St.Louis County's Jurisdiction. Mr. Poelker asked the
Commission if they are willing to forward any of his recommendations to the County for their
review/approval. Commissioner Patterson asked the commission to vote for each suggestion
independently, and give consideration to sending them to St.Louis County.

The commissioners voted as follows:

For Suggestion #1 - Commissioner Patterson requested for the traffic law for "Blocking
Intersections" legal requirements and feasibility be provided to the commissioners and for this
item to be tabled until the next meeting.

For Suggestion #2 - Commissioner Bondareff stated that the request to delineate lanes turning
left and right eastbound requires an additional lane and there is not enough room for three lanes
traveling on Pershing since parking is allowed on both sides of the street. Mr. Poelker explained
that he is only requesting arrows be painted on the road, and suggested that street width can be
measured to determine if the street is wide enough to delineate two lanes and arrows.
Commissioners voted for the City to determine if the street is wide enough for Pershing to be
delineated with left and right turn arrows.

Suggestion #3. Traffic Commission voted unanimously to deny the submittal of this request to
St. Louis County. Commissioner Bondareff stated that there are a lot of cars trying to turn left
onto Forest Park Parkway from Big Bend, and shortening the third lane will only generate more
congestion on Big Bend. Commissioner Patterson stated that he does not think this measure
will alleviate the problem and that is why he voted against it.

Minutes - February 13, 2008
V:IWPSIIENGINEERING DIVISIONIPublic Works- Traffic Commissionlminutesl20081Minutes 2-13-08.doc

Page 2
