<br />Sgt. King provided the speed trailer results for Liberty Ave. as follows: <br /> <br />"Smart Trailer radar was located at 7367 Liberty Ave between 9/01/08 and 9/05/08; <br />804 vehicles traveled east and west bound on Liberty Ave. <br /> <br />Liberty Ave. 25mph speed limit <br />% Vehicles % Vehicles Speed (mph) <br />July 2009 September 2009 <br />78% 82% 0-15 <br />21% 17% 16-25 <br />1% 1% 26-35 <br />0% (2 cars) 36-45 <br /> <br />99% of the vehicles traveled on Liberty Ave. were traveling the speed limit or slower. <br />Periodic radar assignments should still be conducted at this location." <br /> <br />After analysis was provided by Sgt. King, Mrs. Gutierrez explained the Public Works recommendation <br />stating that turning Liberty Ave to a One Way street is feasible just to improve traffic related issues, that <br />may help alleviate some of the other issues explained by Mr. Buckley. <br /> <br />Mrs. Gutierrez explained the following: <br />. Page Avenue is a two-way street parallel to Liberty Ave, and of suitable capacity, located one <br />block apart. <br />. Currently, motorists are having a difficult time driving in both directions on this narrow street <br />because parking is allowed on both sides of the street. A one-way street would ease the current <br />condition. Further, parking restriction for one side of the street is recommended. <br />. The average daily traffic (ADT) is 245 vehicles which is appropriate for a residential street (for a <br />residential 600 is considered the ADT). <br />. Concurrence of the City of Vinita Terrace - Public Works contacted and invited Mr. Richard <br />Wallace, Traffic representative to participate in the discussion. There was nobody present from <br />the City of Vinita Terrace. <br /> <br />Mr. Poettgen requested not to remove parking in one side of the street, and it was explained that is a <br />recommendation. <br /> <br />Mrs. Gutierrez explained that removing parking is only a recommendation provided by the guidebook for <br />Traffic Practices for the commission to follow, since Mrs. Bondareff asked if that was a mandatory <br />measure. <br />Sgt. King stated that perhaps installing a Not thru Traffic Signs at certain times of the day, or all the time <br />will alleviate the problem. <br /> <br />Mr. Paterson presented to the commission the option to contact the resident to receive a consensus of <br />the action that need to be taken between One-way traffic or Not thru Traffic sign. <br /> <br />Mr. Robinson moved to allow Public Works to send notice to the residents with the two alternatives <br />discussed: Turning traffic one way or installing "No thru Traffic" signs seconded by Mrs. Bondareff and <br />was approved unanimously. <br /> <br />2.
