<br />This is to request to restrict parking on the west side of North & South Rd, from the intersection of North & <br />South Rd and Delmar Blvd, to the Metro Bus Stop, located at approximately 50ft south from the <br />intersection. This is to improve traffic traveling from Delmar Blvd to North & South Rd, southbound. <br /> <br />Mr. Owens stated that all the other sections of this intersection have "No parking" restriction signalization, <br />except this portion south west of the intersection. Also, primary hours when parking becomes a major <br />problem are, rush hour in the morning/afternoon and lunch time. <br /> <br />According to the Municipal Code, parking is prohibited at all times within two hundred fifty (250) feet of <br />any street intersection where traffic is controlled by a traffic-control signal, unless a shorter distance is <br />indicated by signs posted near the curb by authority of the city, in which case the distance indicated by <br />such signs shall control. <br /> <br />Mrs. Gutierrez explained Public Works recommendation to install signs restricting parking at all times on <br />both sides of North & South from Delmar Blvd to a distance of 150 feet southbound <br /> <br />Ms. Bondareff moved to approve installation of signs as Public Works recommended, seconded by Mr. <br />Paterson and was approved unanimously. <br /> <br />3. 4-Wav Stop SiQn on Julian Ave. at Purcell Ave. <br /> <br />Mr. Patterson described item submitted by Brad Flansburg, and asked him to present the request to <br />install a 4-way stop sign at the intersection of Julian Ave and Purcell Ave. <br />Mr. Flansburg stated that the purpose of this request is to slow down traffic. A lot of accidents happened <br />in the last months in the early morning hours and individuals do not report them to the police. <br /> <br />Sgt. King provided the speed trailer results for Purcell/Julian Ave. as follows: <br />Both Purcell Ave and Julian Ave are streets 25 mph streets. <br /> <br />"Smart Trailer radar was located on Purcell at Julian Ave between 9/05/08 and 9/09/08; <br />1161 vehicles traveled north and southbound on Purcell Ave. <br /> <br />% Vehicles Speed (mph) <br />September 2009 <br />77% 0-15 <br />18% 16-25 <br />5% 26-35 <br />1 vehicle 36-45 <br /> <br />95% of the vehicles traveled on Purcell Ave. were traveling the speed limit or slower. <br />Periodic radar assignments should still be conducted at this location." <br /> <br />Sgt. King provided the accident report for Julian and Purcell covering the period between 1-1-05 and the <br />present as follows: <br /> <br />The only accident report on file for this location and time period was made on 4-19-07. <br />Vehicle # 2 was southbound on Purcell. Vehicle # 1 was eastbound on Julian, violated <br />the stop sign and struck Vehicle # 2. Vehicle # 1 left the scene. <br />Police were dispatched to a report of a second accident at this location on 4-25-05. No <br />report was written for reasons unknown.
