Mr. Rod Harkey spoke in favor of the removal of the rush hour parking restriction on the south side of <br />Forsyth Blvd. <br /> <br />Mr. Richard Gund spoke in behalf of Our Lady of Lourdes Catholic School, and made the following <br />comments: <br />1. The study performed by CBB (traffic consultants) occurred during the highway closure; <br />therefore, the data used was not accurate for traffic and parking issues once the highway <br />is reopened. <br />2. He did not know if the study considered a comprehensive neighborhood plan, and <br />3. That special events (Mass on Sundays and funerals) required consideration when <br />deciding on parking restrictions. <br /> <br />resident at 7024 Forsyth Blvd <br />Mr. Jeremy Degenhart (south side) agrees with the removal of the <br />existing rush hour restriction in the south side and understands the consideration for trash collection. <br /> <br />resident at 7101 Forsyth Blvd <br />Ms. Carolyn Dolan (north side) explained that the residential parking <br />permit system may improve safety in the neighborhood. She encouraged the south side residents to <br />submit their own petition for residential parking permit. Regarding the trash collection, she stated that <br />a restriction of 6 hours is not necessary. She agrees with the removal of the parking restriction on the <br />south side of Forsyth. <br /> <br />Mr. Lee Cannon (CBB, traffic consultant) provided the following comments: <br /> <br /> <br /> If any change is implemented, a follow up is necessary to measure the effectiveness of the <br />change. <br /> <br /> The purpose of the traffic study was to comprehensively determine the parking needs in the <br />neighborhood as a whole for the multiple conflicting users along Forsyth Blvd. <br /> <br /> Parking is plentiful in the neighborhood; however, there are concentrations on the east and <br />west ends of the boulevard. <br /> <br /> Specific locations are problematic, i.e. Our Lady of Lourdes Church during special events. <br /> <br /> The Forsyth Blvd addresses the needs of a collector street and the needs of a residential <br />street. <br /> <br /> The traffic counts considered were based on a 2002 study (when highway 40 was open). <br /> <br /> The results from the study of the traffic engineers consider options to prohibit parking on one <br />side of the street, to improve traffic flow and safety for all users, including local residents <br />entering and exiting their driveways. This is the way it is currently. <br /> <br /> Regarding, trash collection the tree lawn is the preferred location for trash carts to be picked <br />up. Parking restrictions would increase the ability for the trucks to collect the trash cart and <br />subsequently would reduce cost in manpower and reduce the potential for damaging private <br />property. <br /> <br />Mr. Patterson provided different recommendations to vote upon: <br />1. Removal of the rush hour parking restriction on the south side. <br />2. Current status quo - Leave it as it is. <br />3. Residential parking permits on the south side only (approve it before is submitted). <br />4. Residential parking permits on both sides of the street (amend existing petition). <br /> <br />Ms. Bondareff move the motion to approve option # 1 to remove the rush hour parking restriction on the <br />south side of Forsyth Blvd. between Big Bend Blvd and Asbury once Highway 40 reopens.
