“We would propose an alternative plan which accepts the proposed change that <br />makes access to the parking lot from the alley one-way, admittance only, but continues <br />to allow two-way access to the parking lot from Kingsland. “ <br /> <br />Ms. Bondareff explained that Washington University is accepting the proposal impacting the alley <br />and that should solve Ms. Terrill’s problem. <br /> <br />Ms. Gutierrez explained that when the invitation letter was sent to Washington University, Ms. <br />Adelstein responded positively to cooperate and work on the proposal, and since this is a private <br />matter, in a private parking lot, it is not under the Traffic Commission’s purview, and Ms. Gutierrez <br />will follow up with Ms. Adelstein until the proposal is implemented. <br /> <br />Commissioner Paterson made a motion to install speed limit signs indicating the 15 mph restriction <br />on both entrances of the Alley, at Kingsland Ave and Melville Ave., seconded by Commissioner <br />Smith and unanimously approved. <br /> <br />2. Traffic calming on the 7500 block of Shaftesbury Ave <br /> <br />Commissioner Paterson introduced this item and asked Mr. Wegener, resident at 7545 <br />Shaftesbury Ave., to explain his request to identify the scope of the problem. <br /> <br />Mr. Wegener explains that this block is often used as a bypass for motorists traveling north and <br />south between Delmar Blvd and Olive Blvd, ostensibly to avoid traffic lights. The wide, straight, <br />open nature of the road further lends itself to higher speeds of traffic than similar, nearby <br />residential roads. <br /> <br />Officer Margul provided speed data collected in the area March 30, 2010 to April 7, 2010, and <br />explained that one summons was issued during that time. Speed limit on this stretch is 25 mph, <br />and the fastest vehicle was traveling 40 mph in two occasions and the majority of vehicles were <br />traveling between 30 to 35 mph. <br /> <br />This vehicle speed is not typical of a residential street. Shaftesbury is more of a cut through street <br />due to its wide nature, stated Officer Margul. <br /> <br />Commissioner Paterson explained that Speed cushions or speed bumps are not allowed to be <br />installed on public streets, as they may damage emergency vehicles such as fire trucks and police <br />cars. They are also an impediment for the snow plowing process in the winter months. <br /> <br />Shaftesbury Ave. is 1,150 ft long, and there are only two speed limit signs, one at Hanley Rd and <br />one at North and South Rd., therefore Public Work recommends the installation of speed limit <br />signs indicating the 25 mph restriction on Shaftesbury Ave. at midblock on both directions. <br /> <br />Commissioner Brot made a motion to install a two speed limit signs midblock on Shaftesbury Ave, <br />seconded by Commissioner Nichols and unanimously approved. <br /> <br />3. St. Louis County - Helmet ordinance <br /> <br />Officer Margul explained that St. Louis County passed a new helmet ordinance where Police <br />Officers can write warnings to parent’s children 1-17 years old who do not have their helmets on <br />while roller bladding, biking etc, the first time; the second time Police will issue a $10 fine and if the <br />parents prove that they bought the child the helmet in a certain period of time, the $10 fine can be <br />waived. St. Louis County will supply the city with 12 signs which advise children to wear their <br />helmets. St. Louis County wants to know where University City would like the 12 signs to be <br />posted before they provide the signs. The signs cannot be on County roads.
