Session 1706, Minutes
September 22, 1997

#3- Grant Agreement for School District-Wide Recycling Program: Mr. Ollendorff
recommends approval of a grant agreement with the St. Louis-Jefferson Solid Waste
Management District. The grant is made possible because of landfill fees paid by the
City and other haulers of solid waste materials, as a percentage of these fees are used to
encourage recycling. The grant would provide the City with $43,788, on a
reimbursement basis, to implement a recycling program to include all the schools in the
University City School District. This project would require the City to incur an in-kind
cost of roughly $8,500 for the management of this program. The City's cost for this _
project was included in this year's annual operation budget.

#4 - Playground Equipment for Fogerty Park: Bids have been received to provide new
playground equipment for Fogerty Park. The cost estimate was $34,000. The results
were as follows:

ROGER J. HUTCHINSON

FRY & ASSOCIATES

Option A: $27,577.00
$30,000.00

Option B:
$24,189.00

The Park Department recommends Fry & Associates proposal for $27,577.00 since it is
the lowest bid meeting our specifications.

#5 - Picnic Liquor License - Loop Festival: Mr. Ollendorff recommends approval of the
annual picnic liquor license for the University City Loop Community Foundation for use
during their annual event October 17-19, 1997. Alcoholic beverage sales at this event
for the past several years have been well controlled and caused no police problems.

Mr. Munkel moved approval of the consent calendar. Mr. Schoomer seconded, which
carried unanimously.

AGENDA NO. 2: PUBLIC HEARING: VACATING LOOP NORTH RIGHT OF WAY:

Mr. Ollendorff said that this public hearing deals with a proposal to vacate a strip of land
12 feet wide on the north side of Loop North going west from Leland. This land was not
needed for street purposes and if vacated will become part of the lawn area for the
adjacent owner.

Mayor Adams declared the Public Hearing open.
