Session 1706, Minutes
September 22, 1997

Mr. Lieberman asked if there were any consideration given as to the possibility of a fence
along that area or whether the owner indicated she would not fence the area. Mr.
Ollendorff said that the owner is not interested in a fence. She had been maintaining it
for many years and just recently discovered it was not her property, but the City's.

Mr. Schoomer said that it had been his observation over the past several years, that there
had been no problems with that walkway and feels that it would be a good idea to
vacate.

Being that there were no further comments, Mayor Adams declared the Public Hearing
closed at 7:43 p.m.

Mr. Schoomer directed Mr. Ollendorff to prepare the appropriate legislation.

CITIZEN COMMENTS:

Alicia Collins, President of University Heights #1 Neighborhood Association, said that
she was here to request a status report on the Special Tax Levy for Street Improvements
for their subdivision. Mr. Schoomer responded that they were working on it as rapidly as
possible. Mr. Ollendorff said that the City Attorney is working on drafting bills that the
Council would have to pass. Approximately twenty more signatures are needed before
the legislation can go forward. She requested copies of the petitions and was directed to
contact the City Clerk to get them. Ms. Collins asked about a time frame. Mr.
Ollendorff said that his best guess would be from start to finish approximately eight
months, if all goes well. Mr. Schoomer said that they do not have a financial institution
available to assume the loan, nor do they have agreements with utilities to complete the
work that will be necessary - all still must be negotiated.

Mr. Ron Heiss, 920 Golf Course Dr., is upset that residents have to present identification
cards in order to use the City's park facilities, when there are other i.d.'s, such as driver's
licenses, etc. which could do the same thing. He and his father went to Ruth Park Golf
Course to play golf and upon attempting to purchase tickets, was asked to present an i.d.
card. Upon presenting his drivers license, the golf course clerk said that it was not good
enough. He was offended. He is not going to get a resident i.d. and, all in all, is very
happy living in University City. His son, who golfs three or four times a week, said that
he did not have an i.d., but said that they knew him up there and therefore, did not have
to have an i.d.. Having an identification card to prove he lives here, when he has a
pocketful of other things that say the same thing is unfair, and on top of that, he would
have to pay $5.00 to get one. He requests that City Council review this policy and
reevaluate it's necessity.
