Session 1753, Minutes 2
April 24, 1999

AGENDA #4: - Y2K:

Mayor Adams expressed his concern over the Finance Department's inability to get the
Direct Deposit system up and running, when it was promised three months ago. He
said that it would be hard, because of this, to be confident in their ability to become Y2K
compliant. Mr. Ol~endorff said that the Finance Department had to work on other
priority projects which took them off the Direct Deposit project, but he assured that all
would be alright arid that Mr. Norfleet had the matter well in hand.

AGENDA #5: ANNUAL AUDIT REPORT:

Mr. Lieberman was concerned with the lack of proper reconciliation of the City's
accounts and that they were incorrect. Reconciliations should be done on a monthly
basis. Mr. Ollendorff said that the auditors were several months behind, and had just
recently finished their report and statement. Finance will be reconciling accounts
regularly. He reported that the service from KPMG had been very poor and that the
Finance Director was planning to rebid the contract.

AGENDA #6: BOUNDARY COMMISSION:

Mayor Adams said that there was legislation being presented to the House that would
allow municipalities the ability to annex additional lands under certain conditions. He
would like to see Washington University annexed into University City before Clayton
does it. He will keep an eye out on the progress of the legislation.

AGENDA #7: HONOR FOR HARRIET WOODS:

Mayor Adams said that Andy Woods was still very interested in having the City install a
memorial to honor the statewide achievements of his mother, Harriett Woods. Mr.
Woods had received the Council's policy several months back, but he still believes that
the City should support and finance the memorial. The sense of Council was to reaffirm
the existing Council policy and directed the City Clerk to draft correspondence by the
Mayor to Mr. Woods stating the reaffirmed Council policy, that a memorial would have
to be funded privately and could be done like a Walk of Fame Star or placed in one of
the City's Parks.

AGENDA #8: OCCUPANCY PERMIT REGULATIONS AND ADMINISTRATION:

Mr. Lieberman asked Mr. Ollendorff what happens to people and landowners when they
claim they do not know that you must have an occupancy permit. Mr. Ollendorff said
that this would be hard to do since title companies and banks will not issue title or loan
