Session 1705, Minutes <br />September 8, 1997 <br /> <br />AGENDA ITEM #5 - LIOUOR LICENSE - 8159 OLIVE: <br /> <br />Mr. Ollendorff recommends approval to transfer the beer and wine liquor license for <br />package sales from the franchisee of the 7-Eleven store back to the corporation. They have <br />reclaimed the property and will be operating it until a new franchisee is arranged. <br /> <br />Mr. Wa~ner asked the City Hanager if there had been any reports of noise or other <br />violations around this store. Mr. Ollendorff replied that it was a very busy place and it <br />continues to be subject to police calls and police presence, but not an unusual amount for <br />such a location and substantially less than three or four years ago when it was a real <br />problem. <br /> <br />Mr. Lieberman said that the police report said that over a six month period there were <br />over 23 ! calls for service. He wondered what relationship Hr. O!!endorff would attach <br />these calls to, the liquor license or the fact that the store was located on a busy comer. <br />Hr. Ollendorff replied that very little was related to the liquor license. The vast majority <br />of the calls were either police officers calling out on break or police officers going by to <br />check the place. There is a good deal of police presence at this location to make sure that <br />there are no crime problems. The number mentioned is correct, but it does not mean that <br />there were that many calls for police service, it means that the police were there that many <br />times. <br /> <br />Mr. Wagner asked Mr. Ware if he had any complaints from any neighborhoods around this <br />location. Mr. Ware replied that he had a few calls from a few citizens that live right off of <br />82nd Street. He has not had any recently, in the last couple of months. <br /> <br />Mr. Lieberman said that when this had come up before Council previously, he was very <br />concerned that anyone could buy almost anything in there relating to beer and wine. He <br />had asked the applicant if he could limit sales to the package and not sell beer and wine <br />individually. The applicant said he would make an attempt, but that it would not be his <br />normal business practice. Mr. Lieberman understands that the Council cannot force <br />limitation by state law. He would like ownership to understand that the Council would like <br />to see sales by the package venus breaking packages up for sale or selling individual cans <br />and bottles. <br /> <br />Mr. Schoomer asked for the applicant to come forward. <br /> <br />Linda Wilson, 362 Summertop Lane, Fenton, Mo., is the representative for the owners and <br />said that they do not break packages open to sell individually. They do sell 24 oz. cans <br />and 40 oz. bottles individually, because that is the way they come. The store had made an <br /> <br /> <br />
